That Babcock business seems glid-
ing down the corridors of Congress
and of time without sticking in either
place worth a cent The freetraders
oiled his toboggan and then it was
all day with his bob.
It is to be expected that all sorts
of things will be said in all sorts of
ways by the Tammanyites to discred-
it the administration of Mayor Seth
Low in New York. But toe adminis-
tration holds Its own.
There are tariff wars and rumors
of wars between Russia and Ger-
many. and the last more than the
first but all countries that command
trade are braaehnig out and are ready
to fight for their increase.
A conservative view of the sit-
uation in Cuba assures any fair mind-
ed man that the people there are not
starving and the most that is being
said to that effect is to influence ac-
tion in Congress.
Take away the interests of the
sugar trusts in Cuba and the rail-
ways that are hoping to build there
through the increase of her inland
ccmmerce and the speculators and
what is left of that Cuban lobby?
Won’t there lie a howl from the free
silver men now that the rate of ex-
change for silver at. Manila is fixed at
$2 27 for one gold dollar—verily the
standard of currency is not as Bryan
would have it.
That whole fuss over the Danish trans-
fer is concocted by the opponents ol
the transfer in Denmark and assisted
in this country by their tools in the
Democratic party they hope to bust the
sale.
The Rock Island road has its eye on
the oil deposits at Beaumont and will
build down in that direction. Where the
freight is there will the wide awake
rairoad run its lines no matter at what
cost.
How to improve the milk supplies of
this city increases their richness and
their cleanliness may be about as nec-
essary an undertaking as any that eould
he entered upon for the good of the
general public.
It is not alone in the green tree but
in the dry tliatthe burglars figure. Their
work is conducted alike on the rno*t
public corners and in the suburbs of the
city. They have studied their busi-
ne*;.
Fort Worth is promising to herself
increase unprecedented when those pack-
ing houses are running but she is too
near Dallas for her efforts at increase
and rivalry to bear the intended har
vest.
John Grant of Texas the well known
Republican leader and at one time State
chairman is marked for investigation as
marshall. Charges are preferred against
him for the manner of doing his busi-
ness .
Blessed is that man who holdeth no
office. desireth no office would not ac-
cept an office who in his heart despi-
seth office who has had sense enougn
to slinn the man who hungers and thirsts

McKinley’s idea of a high tariff or a
free admission cf goods can-
not Im* improved on. He favored no
tariff at all on such goods as we could
not make on such products as we could
not grow and on all that we could he
favored a tariff sufficient to enable the
United States to compete with the low-
wage country without lowering the
wages of the American mechanic mill-
hand or agricultural laborer.
There is a sound wisdom in the advice
to let well enough alone. They who are
whole need not a physician but those
who are sick. The industries and trade
of this country are not sick and they
need no free-trade physician or physi-
icking. Lot well enough alone. This is
what the country is saying it was not
what it was saying during the times of

Bryan has settled on his candidate for
the nomination in the next National
Democratic convention and as was to be
expected it is a man who has no more
show of the nomination than a last
year’s bird’s nest has of becoming an os-
trich plume. Tom Johnson of Cleve-
land. is the man. and it is as sure as
death and taxes that Ohio will not nom-
inate one of her sons for there is no hope
of carrying the State.
As a Presidential candidate Bryan
is a woeful failure but as a political
agitator he is a distinguished succes'*
A man. who can agitate himself out
of nothing and nowhere in six years
into an estate that sports a $6OOO
barn and the accompanying trim
mings is no slouch of an agitator.
Bryan has not helped the Democra-
cy a single hair but he has helped
himself to enough to feather his
own nest all right
Change is the order ot the day.
Powderly is in for it as well as oth-
ers. Terrence was once the highest
high priest in the temple of labor
but he could not keep pace with som'
of the lesser servitors in the temple
and fell behind. He was made head
of the immigration bureau and has
filled the office but the spirit of un-
rest that is unseating so many offi
cials has surged against him and be
also is marked for slaughter. It is
said that he is to be cared for some-
where les. It is getting to be the
the rule in this country ouce in
office always in office and no real sur-
render save in death.
Galveston News is full sixty years
old and rejoices not only in that fact*
but as a young man to run a race.
It is vigorous conservative. Demo-
cratic committed to the best inter-
ests of the state as it sees them and
bound to pull for Galveston till it
pulls the old town out of the sands
and plants it so far above the surges
of the gulf that no more suc.i disas
ter as overtook the city in 1900 will
be posible. The News bears its hon-
ors and its years with equal grace-
fulness and will no doubt live to see
its fondest anticipations as to the
great seaport realized. It has
worked for Galveston in season and
out of season with and without ie
ward and has earned the rignt to
speak with authority.

ELECTION PROCLAMATION.
By virtue of the authority vested in
me by the charter and ordinances of
the city of San Antonio I Marshall
Hicks mayor ot the city of San Anto-
nio do issue this proclamation order-
ing and directing that an election be
held in the city of San Antonio and in
the several wards and precincts on
Thursday. April 10. 1902 for the pur-
pose of electing an aiderman at large
to fill the vacancy existing in said of-
fice in the city council. The polls will
be open in the 'several precincts from
8 o’clock a. m. to 6 o'clock p. m. at
the following places:
