The meeting was one of the most
busineM-llkc which has convened for
some time Attempts at oratory were
abandoned and plays to the gallery

doing. Mayor Campbell called the
council to order promptly at 4 o'clock.
For the Public Schools.
Thu first important question to be
in etanted was the city attorney's re-
port on Alderman Brown's ordinance
instructing the andltor to draw a war
rant against the Interest and sinking
fund for the sum of $5603.25 In favor
of the school board This Is the
amount due on two cents which the
blanket levy of 45 cents was sitppos*d
to include but which was not speefi-
caliy enumeratetl when the levy was
made. The legal question was whether
or not tb« council had the authority
to draw this amount from the fund
City Attorney Webb in delh ering a
verbal opinion went quite fully into
tin aspect of the matter anti
gave V L hLs opinion that the ordl
nancy legal and not only that
but that to withhold this amount from
the school board would be virtually
an act of embezzlement. Aiderman
Salllway differed with the city attor-
ney and thought tuat as the two cents
was not specifically enumerated the
council had no.legal authority to as-
sume that it was intended to lie in-
cluded in the levy and on that as
sumption to draw the amount from
sinking fund. On roll call the
council unanimously passed the
Brown ordinance with the exception
of Salliway’s negative vote.
Speed of the Autos.
The restrictions are tightening
around the fast speeding automobile
For same time the council has been
anting to get at the fellow who
makes a blue streak down the main
thoroughfares and laughs to scorn the
efforts of the poor policeman to ap
prebend even to identify him. There-
fore. Aiderman Fentiman had intro-
duced an ordinance requiring ail auto-
mobiles operated within the city's lim
its to he numbered. In order to be on
the safe side the ordinance was re-
ferred to the city attorney for his
opinon as to its legality. City Attor-
ney Webh declares he ordinance to
be legal in every respect.
Salllway on .Snakes.
Alderman Salllway had snakes —not
in his boots for he is strictly a sober
gentleman—but in his mind's eye. Ac
cording to the information which ho
htql received the city was in serious
danger from reptiles and varmints
and beasts He hail been told that
there were ‘parties in the city who
were dealing in snakes. Gila monsters
etc. and he wanted to put them out

"Why" said he. "I learn that a man
was coming along one of the trans
San Pedro streets the other day with
a box on his shoulder. He stumbled
and the box fell to t’be ground. In s
few minutes the sidewalk was covered
with writhing hissing rattlers copper
heads etc . and men. women and chfl
dren looked shrieked and flew from
the wrath to come. He was taking his
’ketch' to the snake dealer."
Salliway proposed to bruise the head
of the snake industry with an ordl
nance which he Introduced assessing
a fine of froip $25 to $2OO against any
person keeping or having in his pos
session any wild animal varmiw
snakes etc. within the city limits.

council to accompany the Brownsville
•xcursior.. The train had been gone
several hours but a little thing like
that was supposed to be overlooked.
More Street Sprinklers Wanted.
Aiderman Steves wanted three more

land to widen a street passed its third
reading.
Fire Precaution.
Glncckuer presented a
resolution providing that the city as-
sessor issue no more building permits
within the Are lights unless with the
sanction of the fire committee until a
pending ordinance on the limits be
lal en up.

The city engineer recommended the
adoption of City Physician Burg's re
quest that the elevator which is now
being put up in the City hospital be
extended into the cellar to enable the
ixirter to take wood and coal when
needed upstairs.
Wanta Damages.
Henry Feat informed the council in
a communication to 1 hat body that he
had about seven acres ot garden land
on South Florex street; that he take*
water from the San Pedro ditch for
irrigating his garden under a contracs
with the city; that during the month
ot June last he had a premising crop
of green corn Irish and aweqt pota
toes from the sale of which he ex
pMted t" realise large profits; that
on the 22d of June he was cut off fr. m
his water supuly and continued so to
be for ten or twelve days thereafter
and in consequence his garden wax
damaged in the sum of $370.
Dirt for the County.

of transportation for any mine that
may be developed in that district.
In speaking of the subject this
morning. Henry A. Smith general
agent of the National lines ot Mex
ico. said:

are now engaged either in operating
mines or drilling for mines and Mr.
