Before the House are key por-
tions of Gov. Preston Smith’s
financial plan. House followed
the Senate in hurrying to a vote
the proposal to lift the $80 mil-
lion a year welfare spending lid.
An emergency $48.4 million
deficit spending bill to avert a
welfare crisis is perhaps their
biggese problem today.
A four-fifth vote of both
houses is required to suspend
the Texas constitution’s "pay as
you go" requirement and permit
lawmakers to go into the red for
the balance of this fiscal year,
which ends in August.
If legislators decline to taek
this route, they must pass a tax
bill to raise the money by March
1. To place a revenue-raising
measure into immediate effect
8 would require passage by a two-
thirds majority.
Alternative to reduction in
welfare benefits by early spring.
Another matter being moved
to an early showdown is Gover-
nor Smith’s proposal to float a
$450 million state bond issue
secured by income from perman-
ent school fund revenue diver-
sion. Both bond issue and tap-
ping of school land lease money
would require constitutional
amendments.
Regardless of the House vote
on the bond issue, Lt. Gov. Ben
Barnes sizes up Senate sentiment
toward it as cold.

Million for
Trinity Is Far
Under Need
ARLINGTON—President Nix-
on has just asked Congress for
$1 million to continue final de-
sign of the Trinity River water-
way—twice the amount appropri-
ated a year ago far less than
backers of the multi-purpose...
channel project hope to get T’l
While the million-dollar fig-I
ure for fiscal 1972 would accele-
rate the design work, it hardly
compares with the $2-to-$3 nil-
lion needed by the Corps to
move the project at satisfactory
speed.
"We are most pleased that the
amount for the design of the
Trinity River project was in-
creased from $500,000 (fiscal
1971) to $1,000,000." said David
H. Brune, general manager of
the Trinity River Authority of
Texas and president of the Trin-
ity Improvement Assn. "But we
are disappointed that there was
not more money requested for
the design work."
Brune said the Trinity River
Project includes the multiple-
purpose channel for barge navi-
gation, flood control and naviga-
tion; the West Fork Floodway
between Fort Worth and Dallas;
a south extension of the Dallas
Floodway; and the Tennessee
Colony Reservoir project on the
main stem of the river some
80 miles below Dallas.
Corps of Engineers spokesmen
said the $1 million asked for
Trinity channel design will make
possible extensive studies in
hydrology, groundwater and en-
vironment looking toward Joca-
tion of several locks and final
design of the Tennessee Colony
project.
The Nixon budget request also
included $2,302,000 for helping
the State raise bridges over the
river to meet navigation require-
ments. A congressional spokes-
man said the funds would be
allocated to bridges on State
Highway 105 at Cleveland, State
Highway 31 at Trinidad, Inter-
state 45 in Dallas, and Interstate
635 in Dallas.
Other Trinity Master Plan pro-
jects in the President’s budget
requests included:
Aubrey Reservoir on the Trin-
ity Elm Fork, $135,000 for ad-
vanced engineering and design.
Elm Fork Floodway upstream
from Dallas, $225,000 for advanc-
ed engineering and design.
Lavon Reservoir enlargement
now underway on the Trinity
East Fork, $12,260,000.
Wallisville Reservoir, includ-
ing lock and dam, now under
construction below Liberty, $4,-
200,000.
Delaware Creek flood control
at Irving, general investigation,
$25 000.
