Congested cotton shipments or con-
gested for want of shipment facilities
are complained of from Red river to
the gulf. Cotton is sometimes an em-
barrassment to the producers espe-
cially when the railroad companies
cannot produce the cars.
Rector Crapsey of the Protestant
Episcopal church in Rochester N. Y.
retires from the ministry asserting
that the fiction of the birth of Jesus
without a human father is without
foundation In history. When the
gtaiements of the creeds are brought
down to a historical test and made to
rest on knewn historical data and facts
Otherwise considered there will be
the greatest change in the accepted
beliefs of the church that the world
Of opinion has ever experienced.
Galveston has another misfortune
in the burning of her skating rink on
the beach. There Is a fatality attend-
ing the erection and management of
pleasure resorts down on the shores of
that aandbsr which Is mighty discour-
aging. Nothing his flourished there
since the days of the old Beach hotel
and that did not flourish long enough
to pay for its erection.
A SOLID CITY GROWTH.
Rome was not built In a day. Civi-
lisation is not the produc’ of a decide.
Cities are not the creation of a fortu-
nate speculation rising like a rocket
In the firmament The rule is that
substantial creations are of slow
growth. Cities offer few except ions
to this rule of growth. This city cer-
tainly docs not. It grows but it grows
steadily rationally substantially. It
|. not nor ever has been a boom city.
No sensational methods have been
adopted in promoting that growth
The thousands added to her population
yearly dating the past decade have
been added naturally. There has been
no overcrowding of the ranks no fic-
titious values run up by speculators
no rush of investment under false rep-
resentations no influx of strangers to
wait opportunity to make homes here.
On the contrary the conservatism of
the process of municipal growth has
been most market. It may be that
this Is not the way to attract the at-
tention of floaters but it answers the
purpose of bringing in the best citi-
zenship and it comes to stay. We may
be behind the age. but we are moving
to the front as rapidly as it is perhaps
wise and with as solid a growth as
marks any city in the United States.
The last year has seen a change not
heretofore noted. Capital after sampl-
ing what Is offered in Dallas and Hous-
ton and In north and east Texas.*drifts
down to this old city and puts its dol-
lars here as the place of the greatest
future promises. There are reasons
for this. They lie in the line of the
manner of our growth. A growth that
leaves room for a continually greater
growth San Antonio is not living
in the attic nor in the cellar but
has comfortable apartments above
ground. This winter sees more in-
quiry for good inside properties here
than any former winter has. This is
surely a healthy sign.
CARUSO BEFORE THE COURT.
Whatever the merits or the demerits
of that Enricq Caruso case in New
York it is one that merits a consider-
atlon. This because It is an attempt
on the part of the authorities of that
city to arraign and punish the crime
of mashing with variations. The ac-
cused a noted Italian tenor of the city
was arrested charged with annoying
women and girls in the monkey house
in Central Park also with attempting
liberties with a lady who had given
him a seat In her auto on their return
from a reception. The case is remark-
able for the bitterness with which the
defense resented the charges alleg-
ing conspiracy on the part of the city
and the police. This accusation of
the defense was stingingly retorted
by the prosecution and the character
of the accused was handled without
any tenderness. There were demon-
strations in favor of the accused and
the prosecution was at times hissed
because it reflected on the characters
of those who supported Caruso tn his
appearance before the court. That it
was a case of more than ordinary
importance was shown hv the thtrongs
who crowded into the ponce court and
the hundreds outside who could galp
no admission. The arraignment of
the prisoner by the deputy commis-
sioner of the park was savage and was
declared to be solely in the defense
of the daughters and wives who were
exposed to the same hateful indigni-
ties by Caruso as had been heaped on
the two girls who were the real par-
ties to the charges. That the police
court of Yorkville Manhattan is in
earnest If putting such men as Caruso
behind bars is evident. It is also evi-
dent that New \ork needs just such
discipline administered to the men
who are a constant menace to unpro-
tected women and girls. The popular-
ity of the celebrated tenor raised up
for him a strong defense but it could
not Intimidate the police who have
done simply their duty no matter how
they are assailed.
THE COMING LEGISuATURE.
There is a good deal of interest cen-
tering in the coming session of the
state legislature. That there are more
modern ideas of government coming
to the front in the state and that
these ideas are to find expression in
the discussions before the legislature
whether they are to be embodied in
the acts of that body or not is quite
apparent to those who are in touch
with the best thought of the state.
The drift is toward broader concep-
tions of relation. The movement tends
away from restriction to more gener-
ous and general views. There is a
widespread belief that the time has
come for the state to take advanced
ground and be in unison with the hu-
manity of the age. These ideas will
find voice in the bills presented in the
legislature and in the discussions
that these measures will evoke but
whether this movement toward high-
er ground Is yet strong enough to car-
ry the state with it must be left to
the action of the legislature to deter-
mine. Juvenile courts for youthful of
fenders a more helpful treatment of
convicted criminals a more rational
view of the relations of the state and

the body of its cIt Isens a libera! con-
struction of the laws that define rela-
tion where these are not subversive
of good order a more stringent law
declaration against those practices
that are the fruitful source of murder
and a severer punishment for them a
breaking away of the stale from the
peculiar notions that have surrounded
her from the old anti-war times and
an acceptance of the newer day nnd
the newer state life that must come
with It. more liberal legislation to en-
courage manufactures a just treat-
ment of the great corporations more
earnest attempt to sink party and put
state In the foreground—these are the
lines along which legislation of the
session is likely to shape itself. The
eyes of the state win be on that body
and the members will be judged by
their votes.
Statistics seem to prove without
doubt that there Is a greater mortality
among old people than there was ten
or fifteen years ago. This increase In
ths death of persons over 60 years
amounts to a little over 10 per cent
tnd is made good by the increased as
-urance of life among infants. Among
children under 5 three now reach that
age where formerly only two did.
This Is an Interesting statement and
demonstrates that there is a greater
care of the lives of the very young and
a neglect of the lives of those who
have passed their three score. Every
year it is increasingly evident that
the man of 40 should be clorotoimed-
Governor Elect Campbell will give
cut his appointments as far as these
have been determined on the first of
December. He may do it Sooner. He
has not been telling what he intends
to do and the state at large is not
anxious about the personnel of his
cabinet beyond the fact that they want
to see the brainiest and least corrup-
tible men at the head of the state de-
partments and the state institutions
that It is possible to place there. This
is what they hope for what they have
a right to expect and for which they
look to Campbell.
Mayor Dunne positively refuses to
be in any way shape or manner a
party of either the first or the second
part to the attempt of the colored agi-
tators of Chicago to prevent the lec-
ture of Senator Tillman there. Dunne
is right In this thing no matter what
else he may be wrong in. The north
is the land of free speech and thought
and Tillman or any other man should
be welcomed there with or without
his pitchfork to say what he thinks
on any subject so long as in the say-
ing he does not transcend the bounds
of decency. Tillman goes.
Canada would make a first rate
democrat in a body of republican leg-
islators for it can do the objecting act
to the queen's taste. This time the
i lump in her throat 1s caused by the
construction that Uncle Sam puts on
the articles of the postal convention
that refer to second class matter.
United States is much more liberal In
her construction of what constitutes
such matter than Canada Is and Can-
ada does not relish passing American
matter through as second class when
the same class is denied to her own
publishers.

This continued threshing out of the
old chaff on the senatorial threshing-
floor. simply demonstrates that even
in the Texas newspapers there are
those of the democratic household of
faith who are not satisfied with the
Immaculateness of the Bailey toga
The remarks of the Post sandwiched
in between the utterance* of the
Athens Review make interesting con-
trast and while the controversy is to
no result for It is democratically fore-
ordained that Bailey will return to the
senate. It does tell the story of a deep
and by no means circumscribed senti-
ment against Bailey* in his own state.
There is more than general Issues
brought forward by the opponents of
Bailey who are not averse to citing
time place and language that Is objec-
tionable as well as the original act In
which he Is alleged to have betrayed
the state.

stock in this talk about what section
a man ought to be from to run for
president. It makes no difference.
We've tried the west we’ve tried Wall
street and each time lacked Just a
little of reaching the butter. There are
just so many regular democratic and
regular republican vote* the other*
depend upon the size of the roll The
longest |>ole etc.
Yuu cannot squeeze more lacteal
fluid out of a cocoanut than the combi-
nations of seed and ciccutnstances have
de|K>slted there. It Is equally true
that the democratic party cannot put
it* man in the white house unless It
can muster the votes to do it with.
As the Pilot says and in this thing
It guides the ship of opinion correctly
the west and \Yall street have been
equally fruitless in (tanning out demo-
cratic victory. It is going to be the
same If the south Is tapped for a candi-
date. It matters not from what state
or locality the democratic candidate
springs there I* no party healing on
bls wings unless he can corral the
vote*. The only reason that the demo-
crats are out of office is not because
they are poor but because they are
too few. With all the money in the
United States treasury there would be
no democrat elected president without
the sentiment of the country changing
the pendulum swings to the republican
extreme of the political ark and there
is no coaxing It to the democratic ex-
treme by any known magnet.
Monterey News: It is a matter for
constrat illation on this side of the At-
lantic that the divorce case of ills*
Anna Gould terminated so emphatical-
ly in her favor. In spite of anything
that may be said against her It must
certainly be said that the countess
strove nobly to so regulate affairs that
exposure would not be necessary but
the full swing which Castellane gave
to his evil nature made it Imperative
for her to do something and her only
recourse was in the divorce courts. If
Castellano had been given some part
of the punishment which he so richly
deserves it would greate a feeling of
genuine satisfaction. A contemporary
quotes Castellane as writing to hl*
wife for money and in support of his
plea asking her. "Do not let me die
like a dog.’’ But nowhere Is this
v Icious specimen of a spoiled weakling
quoted as having asked to be stopped
from living like a dog.
What has *ie car.tne done that he
should bo slandered in this matter and
manner? The dog Is the embodiment
of gratitude affection fidelity and
good comradeship and where did Boni
Castellane ever exhibit one of these
qualities? That Americans in general
and decent people everywhere sympa-
thize wtih the wife In this case is only
natural but there should be a deeper
considratlon off this whole matter and
one that takes in the possibility of
these degenerate sons of degenerate
sires making proper husbands for the
free and Intellignt women of the
United States? Here Is the mistake
and the mischief a worship of caste
of titles of the exclusiveness of the
aristocratic circles of the old world.
American girls are not bred down to
the gutter level necessary to enable
them to put up with the low-down
viciousness and Tisgustlng sensuality
of men like Boni Castellane and the
attempt to harmonize their lh*s and
their married relations with such ideas
of life must of necessity fail. If only
this example of Miss Gould that was
Countess Boni that is in her divorced
estate could deter other good Ameri-
can girls from wrecking their lives on
the same rock it might not be In vain
that she has suffered. But vicarious
sacrifices are altogether out of date
now.
