Representatives to Make a
Stop in San Antonio.
GOING TO MEXICO CITY
During their three hours’ stop in San
Antonio Saturday morning the Ameri-
can and Canadian press representatives
en route to the City of Mexico to at-
tend the centennial celebration of Mex-
ican independence will be entertained
by the local Press club.
The writers will arrive in San Anto-
nio on a special train about 9 o’clock
Saturday morning remaining here until
about noon when they will resume their
journey to the capital of Mexico. At
the depot they will be met by mein-.

PORK LOINS HIGHER
Associated Press.
Chicago Sept. 7.—Fresh pork loins
were quoted by packers yesterday nt
eighteen cents wholesale which is said
to be the highest price ever reached
in the history of the pork packing in-
dustry at Chicago. Retail prices ranged
from twenty-four to twenty-six cents a
pound also establishing new high rec-
ords.
Despite the high prices managers ot
the packers branch houses asserted that
they could not get all the pork loins
they needed to meet the requirements
of the consumers.
At eighteen cents a pound fresh pork
loins are two cents higher than they
were on March 28 when live hogs sold
on the Chicago market at $ll2O which
was $l.lO a hundred pounds higher than
yesterday.
The disparity in prices was explain
ed by a wholesale butcher who said
that the scarcity of light hogs rather
than their intrinsic value was respon-
sible for the recent big jumps made by
prices of loins.

The product of the famous blue grass
regions of. Indiana and Kentucky
world-renowned for the superlative
quality of horses and mules does not
today appeal to the horse buyer as does
the Texas pony. With men'who want
horse flesh for the true value of horse-
flesh and with those who know the dif-
ference between the Kentucky thor-
oughbred and “the Texas pine-knot”
the Texas horse is rapidly coming into
favor. This may read like rank heresy
but it comes from Kentuckians them-
selves.
Edward Brousard a lumber king of
Abbeville Ind. and F. W. Summers a
famous horse and mnle breeder of the
same place are in San Antonio today
for the purpose of buying up a quan-
tity of Texas horses and mules for ship-
ment north. They are to be used in dif-
ferent industrial lines iu that com-
paratively chHly clime.
“In the lumber business” says Mr.
Brousard “the Texas horse and mule
has been proven unsurpassed for service
by any other horse known. The Ken-
tucky horse with its arched neck its
satin coat and flowing mane and tail
is all right in its place where fleetness
of foot is needed and not brawn of
muscle or strength of shoulder but for
actual downright horse value for a
horse that is built for service for a
horse or mule that will stand the pull
and grind of the lumber mill give me
the Texas horse every time.”
Mr. Brousard and Mr. Summers are
but two of the many northerners who
are constantly coming to Texas for
their horses and mules their mission
in itself and the fact that they come
thousands of miles to say nothing of
the expense from what is considered
the breeding place of the finest horses
in the world showing what northern
“men-who-know” think of Texas as a
horse and mule-producing state.
Texas has 1312000 head of horses
valued at $93152000. Texas leads all
other states in the production of mules
and is third in the production of horses;
third in quantity but as is rapidly be-
ing proven by actual test first in qual-
ity.
It is estimated by E. A. Tipson that
30 per cent of ths thoroughbred mares
in the United States used for breeding
race horses have been withdraw from
the field within the last few years.
These mares have sold without pedigrees
and their identity has been lost. Thou-
sands of them are now being used for
breeding mules or for farm work in the
south. It is said that 1200 of them were
shipped from Lexington Ky. to points
in Texas in one year over one rail-
road.

BRUMBY WILL RESIGN
FROM OFFICE OCTOBER 1.
Dr. William Brumby state health
officer spent yesterday in San Anto-
nio conferring with the officers of the
Equitable Life Insurance society. Dr.
Brumby will resign his position as state
health officer about October 1 to ac-
cept the position of chief medical of-
ficer of this insurance company- He
will have his offices in San Antonio
where the general offices of the com-
pany are located.
Dr. Brumby refused to discuss the
appointment of his successor. This he
says is entirely in the hands of the
governor.

RAILROADS TO GiVE

The railroads' of Texas arc expected
to give the Sau. Antonio International
Fair association the same rates as were
in force during the fair last year. These
were the lowest rates ever offered a
fair.
The general passenger agents of the
various Texas lines will meet at Fort
Worth Friday to decide the rate ques-
tion. George’ F. Lupton general pas-
senger agent of the San Antonio &
Aransas Pass will be in attendance.

The charter providing for commission
government for San Antonio passed by
the legislature is now ready for ratifi-
cation by the voters at an election to
be held in the near future. i3o that all
its provisions will be understood fully
the Light and Gazette beginning Mon-
day August 29 is puolishmg verbatim
from day to day the charter in its en-
tirety each day a portion of the bulky
document.
City Physician.
Section 48. The city physician shall be a
qualified voter of said city and shall have
had at Jea»t five years experience as a prac-
ticing "physician. Bs shall be nominated by
the superintendent of police fire and public
safety and confirmed by the commissioners
as hereinbefore provided. He shall perform
th » duties of city hospital physician ai d such
other duties as may be prescribed by ordi-
nance. He shall receive for his services such
compensation as may be fixed by the com-
missioners and may appoint his own assistant
subject to the confirmation by the commis
sinners. The assistant city physician shall re
ceive such compensation as may be fixed by
the commissioners.
Board ot Health.
Section 49. The commissioners may create
by ordinance boards of health and sanitation
or which the city physician and assistant city
physician shall he ex officio members.
Board of Equalization.
Section 50. The commissioners of San An
tonio shall act as u board of equalization
without further compensation and three mem-
bers of said cotumUbion shall constitute a
quorum for this purpose. The board of equali-
zation of the city of Sun Antonio shall re-
vise and correct mH assessments made in said
city in the name manner as the same are re-
vised and corrected by the commissioners’
court in cases of state nnd county taxation
except that said beard shall fix its own time
of meeting and give notice thereof.
Appointive Officers —Persons Not Eligible to.
Section 51. No person shall be appointed
to any office in the city of Ban Antonio who
is in arrears in tho payment of any taxes or
debt or other liability due to the city of San
Antonio.
Recall of Elective Officers—Procedure for
Recall—Election of Successor.
Section 52. The holder of any elective of-
fice may be removed at any time by the qual-
ified voters of the city of San Antonio. The
procedure to effect the removal of any such
officer shall Imj as follows: A petition signed
by twenty (20) per cent of the entire vote
cast for mayoi at last preceding general elec-
tion of the city of San Antonio demanding
the removal of such officer shall be filed
with tho city clerk which petition shall con-
tai na eneralg statement of the ground or
grounds for which the removal is sought. Tho
signtaures to the petition need not be all ap-
pended to one paper but each signer shall
add to his signature his of residence
giving the street number and one of its
signors of each of such papers shall make
oath before an •officer authorized to adminis-
ter oaths that each signature to the paper
appended is the genuine signature of the per-
son whose name it purports to be. Within
ten days from the date of filing such peti-
tion the city clerk shall examine tho peti-
tion. and from tho list of qualified voters of
the city hereinafter mentioned ascertain
whether or not said petition is signed by the
requisite number of qualified voters and he
shall attach to said petition his certificate
showing the result of said examination stat
ing the number of qualified voters found up-
on said petition ami the number of persons
not qualified to vote and in checking said
petition the city clerk- shall designate the
names of persons found thereon not qualified
to vote with the letters “D. V.’* in rM ink
opposite such name or names. If by tho.
clerk's certificate the petition is shown to be
insufficient it may be amended in ten days
from the date of said certificate. The clerk

certificate shall show the same to be insuffi-
cient. it shall be returned to the person fil-
ing the same without prejudice however to

by the certificate of the clerk he shall sub-
mit the same to the commisbiouers without
delay and the commissioners shall immedi-
ately fix thu date for holding an election to
determine whether or not the officer against
whom the petition is filed shall bo removed.
Said election shall be held not less than thir-
ty days nor more than forty days from the
date of the clerk's certificate of the suffi-
ciency of the petition filed. Thq commission-
ers shall make or cause to be made publi-
cation in a daily paper published in the city
of Sun Antoniu for three consecutive days at
least twenty days preceding such election and
shall state therein when said election will be
held and the purpose of holding the same.
The commissioners shall cause all arrange-
ments for holding said election to be made
and the same shall be held and conducted
returned and the results thereof declared in
all respects are other city elections and in
the manner hereinbefora provided except the
city clerk shall cause to be printed and used
the following ballot:

In voting said ballot the voter shall indi-
cate his vote in favor of removal by scratch-
ing or running a line through the words:
“Againat removal” and shall indicate his
vote agniual. removal by scratching or run-
ning a line through the words: “For remo-
val.”
If the majority of the votes cast at such
election shall be in favor of removal the
commissioner shall lie in favor of removal
the commissioners shall declare the results of
such election and declare said office vacant
and shall immediately order an election to
fill such vacancy as hereinbefore provided.
An officer thus removed shall not be a can-
didate to succeed himself. If the majority is
against removal the incumbent shall continue
in office. This method of removal from office
shall be cumulative and additional to all
other methods of removal.
Teherafi Persia Sept. 7.—The Na-
tional Council decided almost unani-
mously yesterday to employ American
financial advisers instead of French-
men as had previously been agreed
upon.

TO RAISE $25000

San Antonio To Be Advertised
This Year on an Extensive
Scale
If the plans of the executive com-
mittee of the Publicity League are
carried out that organization will see
that $25000 is spent this year in ad-
vertising Sa* Antonio throughout the
country.
The committ* met at the Chamber
of Commerce yesterday afternoon and
went into lengthy discussion of the pro-
posed advertising campaign. It was
decided to raise at least $lOOOO in ad-
dition to what has already been pledged.
This will bring the total amount up to
$25000. If San Antonio raises $25000
tho railroads entering the city will
spend $15000 advertising the city.
The meeting was attended by Ben
M. Hammond president; J. B. Carring-
ton secretary; J. H. Kirkpatrick L.
J. Hart Dr. Fred Terrell F. M. Swear-
ingen W. A. McDuffee.
WORK PROGRESSES
RAPIDLY ON NEW LINE
Rapid work in the construction of
the extension of the South Flores street
car line of the San Antonio Traction
company to the Harlandale addition
continues. General Manager Tuttle says
cars will be in operation over the ex-
tension within the next six weeks.
