The. chairman of the House ,

may not be able to act on
President Nixon's proposed
draft reforms this year
Chairman L. Mendel Riv-
ers, DSC. said he and other
senior members of the com-
mittee had not dec ided wheth-
er to hold the necessary hear-
ings and that a decision
might not be made until the
summer.
Although Rivers did not say
so, the draft reform .measure
could die in the Armed Ser-

Congress, anxious to adjourn
for the fall elections, could
quit before it has time to con-
sider the bill. In this case, the
Mr Nixon also would abol-
ish the state-by-state man-
power quotas so that youths
holding the same lottery num-

same time, regardless of

boards they were registered
with.
Those, actions require con-
gressional approval On his
own authority, Mr Nixon en-
ded occupational and patern- .

Rivers said, he would live *
up to a promise made last
year to hold a “review" of
the draft.. But he told a re-
porter that at this point he
would not commit himself one
way or the other on whether
he would conduct formal
hearings. 1
