ing enrorc ed as it stands
In some way the president has Im-
pressed himself upon a part of the
public as a figure of great puissance,
but he has so irritated a large class of
voters lu his party that many ol them
would prefer to see a democrat elected
in his place. His party in congress
no longer feels called upon to carry
out his suggestions, and his arbitrary
and unblushing use of patronage to die
tate the selection of his successor has
excited factional contentions among
the republicans in nearly every State
of the Union.
Democratic Prospects Good.
If the logic of the situation is favor-
able to democrats in the fight for the
presidency, there are still more sul.
stantial groun is for believing the dem-
oerats will carry the next house. An
agreement has been reached between
congressional lenders and the presi-
dent looking to the adjournment of
congress about the middle of May.

in the way of legislation except the
usual appropriation bills.
The employers’ liability bill is an
old law re-enacted to circumvent an
objection of the supreme court. The
currency bill. If it squeezes through
at all, will be full of objections and
fall utterly to meet the publics expec-
tations, The anti-injunction bill is
hung up. The inter-state commerce
has been putting people to the ex
pense and trouble of coming to Wash
Ington for extended hearings upon va-
rious pending bills of interest to the
shippers and consumers, but none of
these bills have ever had the slightest
chance of being reported to the house
for action.
When the republic an stump orators
get out before the people they will
have nothing to point to accomplished
this session unle ss it le that they sue
cessfully resist the atempts of the dem--
ocrats to coerce action on the labor
measures, the campaign publicity bill
and the revision of the tariff.
Representative James T Lloyd of
Misouri. the new chairman of the dem-
ocratic National congressional commit-
tee, is a political general of keen In
sight and excellent judgment. He
made an excellent record for himself
when, as manager of the Chicago head
quarters of the democrats, he brought
into the democratic column to reduce
the renubllcan—majority in the house
one-half. It was an off year, the party
had no campaign fund to bring out its
vote and yet It came near overthrow
ing the republicans for control of the
house.
Mr. Lloyd expects the gain In demo-
ocratic members to come chiefly from
Missouri, Illinois, Minnesota and other
States in the Missippi valley, Ohio and
Montana.

presidential ticket more than probable
