and balloons were not so cheerful She must have
been glad to leave her office that day Carol Jean
shared her birth date with her fellow banker, Gerri
Barrett, whose office was cheerful with bright
plants. Gerri had passed that 50th mark a couple of
years previously

Forum on collective bargaining May 4
Referendum issue to be dicussed;
open to public at Best Western Inn
An open forum, sponsored by the Seals Police
Officers Association, concerning the collective bar
gaining referendum on the May 6 city election ballot
is scheduled for Thursday (tonight) at the Best
Western Inn beginning at 7 30 p.m
SPC )A president ( Charles Seely said the "forum type
| discussion is open to the public."
He said, "Citizens with concerns and questions
j about collective bargaining are urged to attend "
An invitation lias been extended to Mavor Bettv
Reinbeck and a representative of her choice to partici
pate during the public forum, said Seels
Seely and Reinbeck have both expressed their views
in letters on collective bargaining and are at odds on
how the issue would affect citizens and taxpayers
Reinbeck, in an April I 3 letter sent out and paid for
her as a private citizen, contended that "collective bar
gaining is unionism” and would remove "elected offi
cials from control over die decision-making process
and over the spending of local citizens' tax dollars."
She also claimed citizens and council would "be at
the mercy of outside negotiators who could care less
about our ability to pay the increased local costs asso
ciated with this process "
Seely expresses the issue would grant "officers job
security and a fair hearing for disciplinary matters
Wages will be discussed but are strictly governed by
the city councils' ability to say ‘No'."
The SPOA spokesman claims bargaining rights
gives "officers a voice in then future, it does not take
away the control of your elected off icial
Seely extends an invitation to all Sealy citizens to
attend tonight's open forum
