Reading By Touch
North Texas State University President C. C. Nolen, left, uses his fingers to "read"
the type produced by a Brailler, a typewriter that types Braille for the blind The
Brailler was presented to NTSU for use in the library by the Dallas Council of the

the Bell Telephone System. David F. Reddell of Southwestern Bell in Dallas, right,

Kubiak Wants
Dual Studies
In Schools
AUSTIN - Rep Dan Kubiak of Rock-
dale gave quite a few speeches at high
school graduation services recently,
and that got him to thinking, "What
about offering two completely different
types of diplomas for these kids’”
Kubiak, who holds a Ph.D. in
education, likes the idea so much that
he plans to introduce legislation next
year which would distinguish between
the diplomas received by college-bound
graduates and those capable of
receiving jobs in the vocational-
technical field.
"Let's face it,’' Kubiak said, "Not
everybody who graduates from high
school is capable, and should not go to
college
"We should make that distinction in
our graduates, recognizing the
valedictorian and salutatorian in both
instances.”
Kubiak, who once chaired the House
Education Committee, said the dual
degree program would also serve to
place more emphasis on the vocational

trades.
"These are not second-rate
students,” Kubiak said, "and we need
to get away from the concept that
everybody who graduates from high
school should go to college."
He quoted figures showing that by
1985, the job market would demand that
85 per cent of the high school graduates
must find work in the vocational field.
And Kubiak said the vocational trades
are offering better starting salaries
than many college graduates receive.
