Unhurt By Colony Debt
LEWISV ILLE — Experts on bonded in-
debtedness have assured Lewisville school
trustees upcoming sales of $13 95 million in
bonds in the Colony wont hurt the school
district s financial ratings
The growth of the Colony and the entire
school district. Noel Johnson said Monday ,
has been steady enough to back up large
amounts ol indebtedness various govern-
mental bodies in the district have incurred in
the past year
The Colony, a large unincorporated
residential community east of Lewisville,
seemed to cast a shadow over June bond sales
when school officials feared big Colony debt
would give LISD the reputation of having
inc urred more overlapping debt than it could
handle
But Johnson, president of Noel Johnson and
Associates, maintained at the time of the
June sale that the Colony’s growth is con-
tinuing swiftly enough to provide tax revenue
through the Colony's Municipal Utility
District MUD) — to pay off any bond
issuance That June sale of $2 million in
school bonds, in fact, was held to finance
construction ot an elementary school in the
Colony to accommodate that area's ac-
celerated growth
School officials feared at the time the
Colony s $7 million outstanding debt would
lower LISD’s. bond rating LISD was rated :
A by Moody at the time of the June 2
issuance
ft Colony residents vote to go an additional
SH 95 million into debt when the MI D holds
its Oct. 23 bond election. LISD probably won t
suffer. Johnson said Monday
in fact, we think the situation will im-
prove." he said
Passage of the option to sell MI D bonds by
Colony voters at the Oct 23 election w ill raise
the Colony 's total debt for water and sewer
improvements to about $21 million, about
three times the debt of the city of Lewisville
The Colony s first bond sale was in January-
Johnson said Colony indebtedness resulting
from bond sales will probably decrease as
more homes are built out there Especially,
on our upcoming sale, this shouldn’t have any
effect, he said LISD will sell bonds Oct 20 to
finance construction of a new elementary
school in Flower Mound
Actually, we are in a little better shape
for the Oct 2o sale) than we were last time
for the June sale "The overlapping debt in
the Colony now is less than it was last June,
he said
We don't expect the Colony, if they do
approve their sale, to sell before 1977," he
said.
