An Inquiry Aa to Right, of
Companies to Carry Packages
Over Foot Roads.
Nathan B. Williams, a young lawyer
of Fayetteville, Ark.. In his researches
into the history and workings of the
United States postoffice department
recently made the astounding discov-
ery that according to his interpreta-
tion of the United States Constitution
aad certain acta of Congress, a vary
large proportion of the mail matter in
thia country ia being -transported in
direct violation of law.
Section 3982 of the Revised Statu-
tee of the United States makes it un-
lawful for any one to establish a pri-
vate express for the carriage of letters
or packages over any poet road of the
United Stalea or between any city,
town or place between which the mail
is regularly carried, and yet this la
precisely what the express companies
are doing every day In the year.
Mr. Williams finds that a large pro-
portion of the mall other than the
first-class la now carried by the great
express companies in competition with
the postoffice department.
As a result of thia surrender by the
Government of its preroga’ve, Mr.
Williams contends that ‘‘towns’’ and
villages are handicapped aad discri-
minated against by the express com-
panies, and they ao juggle tl eir rates
as to get all of the profitable business
which would otherwise go by mail, and
leave the postoffice to carry such only
aa those to distant and remote places,
and all of this is plainly seen to be at
the expense of the revenues of the
port-office. Thus ws have twenty-
four million dollars’ express company
’dividends melons’ and fifteen million
dollars' postal deficits, all of which the
whole people pay."'_________
We do not care to express an opin-
ion upon the merit’ of Mr. William's
discovery, preferring to await the find-
ing by the Circuit Court of Appeals
for the 8th circuit of the United
States to sit at St. Paul, Mlan., on the
Sth of the present month. Should the
court decide la Mr. William's favor,
the case will, of course, be carried to
the Supreme Court. The question of
the early establishment of parcels post
seems to be involved in the issue rais-
ed.

Typhoid and Filtration.
Typhoid fever haa long been known
as one of the moot fatal and moot wide-
ly prevalent diseases with which
science has to contend, and reporta of
progress, therefore, in methods of pre-
vention are always balled with delight
by the general public.
The filtration system wherever it has
been given fair experiment has proven
powerfully effective in controlling the
sources of infection, which, although
not altogether, are largely found In the
water supply.
In discussing the results obtained in
that city through the adoption of the
filtration ayatem, the Philadelphia Pub-
lic Ledger says: ‘‘Typhoid fever has
been so rapidly and greatly diminished
in Philadelphia since the general in-
troduction of filtered water that the
occurrence of a considerable number
of cases in a limited section of the city
is remarkable chiefly because it calls
attention to this general exemption.
The officials are naturally and properly
concerned to trace the origin of these
cases, which may be quite Independent
of the water supply. But when It Is re-
called that only a few years sgo the
report of more than 400 cases In a week
was not unusual, even these two or
three score scarcely dim the scientific
triumph. No one imagines that water
ia the only means by which tyhoid
fever is conveyed. It is frequently con-
veyed in milk or in other food, and
either food or milk may be contami-
nated by the agency of flies and in
many other ways. But there is no
doubt that the raw water from the
Schuylkill and the Delaware waa the
great disease bearer in Philadelphia
until the ayatem of filtration was
adopted, and the success of this system
has already been so strikingly attested
that typhoid favor haa been almost dis-
missed from popular apprehension. ‘ ’
Other cities have attained like good
results by the same method, and it is
believed that in the perfection of thia
form of service aad Ite general exten-
sion to all parta of the country will
come about a degree of exemption from
this much dreaded disease, which, in
effect, will amonut to a signal triumph
over it.—Houston Post.
