McLean School Board Hires New Auditor
The
McLean
Independent School District
Board of Education met for
a Regular meeting at 7:00
p.m. on July 22, 2002.
Board members present
were John Holland, Toni
Bohlar, Mike Darsey, Joe
Riley, Steve Bowlin, Neal
Odom and Ronnie Ferguson.
Others present
Superintendent,
were

Downs, Leslie Darsey,
Secretary, Margaret Milam,
Eric Smith, Mindv Reeves,
and Charles Kuntz, CPA.
Board President, John
Holland called the meeting
to order at 7:00 PM.
Opening prayer was given
by Steve Bowlin.

The Board then moved to
Item VIL The district had
received an auditor’s
engagement letter from
Brown, Graham and
Company of Pampa, in
which they bid $8500.00 to
prepare the audit for the
2001-02 school year. This
bid excluded anv additional
charges in order to meet the
• GASB 34 criteria required.
This bid was a $1500.00
increase from the prior
yearsaudit by the same
company. Downs stated
that this was a significant
increase, and he had
contacted them to try and
negotiate on the price, but
was unable to sway them.

engagement letter in which
he would prepare the audit
for approximately
$6000.00. Mr. Kuntz is a
Certified Public Accountant
from Wheeler. He has
been there for 13 years, and
audits the Wheeler and
Kelton school districts.

Kuntz addressed the Board
with an explanation of the
GASB 34, and it is his belief
that the state intends for the
audit reporting to be a

proprietorship,
depreciation being one of
the main factors, He also
stated in his opinion that
TEA is targeting small
schools, and will force them
to consolidate. Kuntz
explained that a baseline
needed to be established,
and for example he would
need to restate last year's
audit, or take a snapshot of
the inventory for the year
ending August 3 1,2001, in
order to go forward and
compare with the inventory
for the current year. Kuntz
would have an additional bid
of $1500.- $1800 for
reinstating last year’s audit
to be GASB 34 compliant.
Another point brought up
by, Kuntz was that the TEA
may require each district to
hire a certified appraiser,
but hopefully this will not
come to pass, and the school
will be able to use historical
cost on the infrastructures.
Mr. Kuntz reminded the
Board that their main
purpose was to give the kids
a good education, but they
must also comply with the
rules set forth by the state.
Mr. Downs told the
Board that he had worked
with Kuntz in the past and
he felt he was an acceptable
auditor. The Board
accepted the bids by Mr.
Kuntz in his letter and hired
him to perform the audit for
the year ending Aug.t 3 1,
2002.
The
following
resignations were received
and accepted, Misty Hannon

High School Math, and

Teacher/Counselor. ’
Mr. Downs received a
bid from Monarch
Management Corporation
-for student insurance. Forso
the same coverage provided
last year under the Usual
and Customary plan, there •
had been a $4300.00
increase in premium.
Downs rcommends the
Board go with the Prermier
I Plan for $5110.00, which
covers any school-related
accidents, including to and
from school, athletic or
other school event, and the
catastrophic accident policy
was $750.00. The Board
voted to accept Downs
recommendation for student
insurance.
Mr. Downs informed the
Board of the hiring of two
teachers. Julie Coker will
be the Science teacher, this
will be her first year of
teaching. She is a graduate
of South Western in
Okiahoma, and has
Oklahoma credentials, and
will be certified in Texas.
Sharmin Perkins will be
the 5th grade teachers. She
is the wife of Trinity
preacher, Larry Perkins.
Perkins is certified and has
taught in a private church
school in Hereford. Mr.
Downs also stated that Julie
Coker might be assigned
assistant coaching duties,
which would increase her
salary by $750-$ 1000.00. .
A Math teacher is still
needed, and possibly a part-
time counselor.
Margaret Milam had
requested to receive the
stipend for being a Sr. class
sponsor. The Board voted
to pay Ms. Milam the
$500.00in
decision.
Freda

requested to have her salary
cut by 10% to help the
financial situation of the
school. Mrs. Holland will
be assuming responsibilities
of the library in the High
School and Elementary this
year. Motion was made by
Neal Odom, second by Mike
Darsey to accept Holland's
request, with 4 voting for-
Toni Bohlar, Ronnie
Ferguson, Neal Odom and
Mike Darsey, and 2 voting
against -. Steve Bowlin and
Joe Riley
Mr. Downs had been in
contact with W.D. Weslev
Co. to get some infomiation
about their service and
discussed the existing
contract. Mr. Wesley stated
that they had put about
$19,000 worth
of
equipment in the school.
This included lights,
ballasts, and heating/cooling
sensors in each room which
were more efficient and
economical, and would
result in some energy
savings. Downs questioned
how they established the
. base month upon which to
figure, and some of the
\ savings figures did not jive.

Mr. Downs had
received the Gray County
Appraisal District Board
report and the Board looked
it over. Mr. Downs also
said that the certified values
would come out on July 25,
and then hecould start
working an the 2002-03
Budget. Downs reported a
bank balance of $72, 726.
to date, and CD's in the
amount of $400,000.00. He
hopes to finish the year with
about a $300,000.00
positive balance.
Motion by Neal Odom,
second by Mike Darsey to
approve payment of the June
bills as presented.
Under other business,
on Aug 12' at noon the
Board has invited
motivational speaker, Jo
Shaller from Clarendon to
address the teachers and
staff before the upcoming
year. A meal will be
provided by the Board, and
possibly served at the
Church of Christ annex. On
August 9 at 6:30 p.m., the
Board is also having a
teacher appreciation meal at
Neal Odom's place. The
Board will provide all food
and necessities, and invite
staff, spouses and children.
A letter will be sent out with
all the pertinent information
to each staff member.
