Police drop in on area sex offenders

Kindred’s office is looking
to crack down on potential
sex offender scofflaws in
the 38th Judicial District,
which includes the coun-
ties of Medina, Uvalde and
Real.
Last Wednesday, March
16, investigators from
Kindred’s office hit areas
throughout the district for
the launch of the DA’s new
sex offender assessment
protocol program.
“Too often, law enforce-
ment is a reactionary force,
and there are things that
can be done that are pro-
active in the communities
like this,” Kindred said.
“We can get out there, and
be a very positive pres-
ence.”
The program will seek
to make sure that the 83
registered sex offenders in
Medina County, 51 reg-
istered sex offenders in
Uvalde County, and eight
registered sex offenders in
Real County are in compli-
ance with their court-man-
dated regulations through
unannounced periodic
check-ins throughout the
38th Judicial District.
Chief Investigator
Wayne Springer said that,
“It’s an exercise in vigi-
lance,” Kindred said. “We
have a lot of sex offenders
in the district and here in
Medina County. I think
it’s important that the sex
offenders who live here
in our district understand
that we will be watching.
“We don’t want this
to be a harassing event,”
Kindred added. “The pur-
pose of it is for them to
understand that, in addi-
tion to their registration
requirements, we are
going to be keeping tabs
on them.”
Kindred said that sex
offenders must register
their address, vehicle and
other pertinent informa-
tion monthly, quarterly or
annually—depending on
the type of offense—with
their local law enforce-
ment agencies.
When registered sex
offenders change their
address or other informa-
tion, they have a 14-day
window to inform the
appropriate law enforce-
ment agency on their
updated information.

initial sex offender com-
pliance visits for Medina
County, confirming their
compliance without inci-
dent. Others were not at
their registered addresses
due to legitimate work-
related reasons.
Others on the list,
though, who were not at
their registered homes
during Wednesday’s com-
pliance check, will be
subject to a second look
from the DA’s offices due
to various red flags, such
as one offender having
a child-friendly trampo-
line in the backyard and
another potentially living
at an address other than
the one registered.
“A lot of times they try
to game the system, but
the rules are known up
front,” Kindred said.
In conducting these
investigations, Kindred
stressed that it was impor-
tant for the officers to go
about the check-ins in a
friendly and non-confron-
tational manner.
“In law enforcement, the
quickest way to be ineffec-
tive is to be someone they
don’t like,” Kindred said.
Involving local law
enforcement agencies in
new program, Kindred
said.
Long-tenured local
officers—such as Andrews
who has been with the
Devine PD for almost 20
years—are especially help-
ful, Kindred said, because
often times they are famil-
iar with the individuals
they are checking in on.
“It is instrumental in
getting things done here,”
Andrews said.
Kindred said that the
sex offender compliance
check-ins would likely
now occur on a monthly
basis in the district, with
random compliance visits
taking place in different
cities as well as differ-
ent unincorporated areas
in each of the three coun-
ties in the 38th Judicial
District.
The new sex offender
compliance program is
the latest initiative in
Kindred’s stated effort
since taking office two
years ago to lead a more
proactive DA’s office, which
has already seen the addi-
tion of more investigators,
assistant DAs and the
elimination of a substan-
tial case backlog.
“In all the years I’ve
worked down here, I’ve
never had a district attor-
ney come down here before
