J TxDoT prepares to
address La Coste
• drainage concerns
Alicia Ramirez
Staff Writer
The city of La Coste welcomed new TxDot maintenance
supervisor Claude Cosgrove to the last city council meeting
to discuss issues regarding draining and prior projects.
"We had met with [George Salzman] a while back
concerning a couple of issues,” Cosgrove told the council.
“Some of them were drainage issues, a number of projects
in the past that were left undone or not completed. I’m here
to provide you all with any kind of service you need in the
right of way of TxDot.”
At the last council meeting, it was requested that
flood gauges be acquired from the Texas Department of

Castroville Budget and Accounting Manager Marie
Gelles, at the most recent city council meeting, announced
that city staff will begin developing uniform policies and
procedures for city purchases.
Gelles presented a draft of a table of contents for the
planned city purchasing policy and procedures, which
outlined items that would be covered in the proposed
new manual.
Items on the list include policies on purchasing
authority, general procurement guidelines, tax exemp-
tion, petty cash, purchase orders, spending authoriza-
tion, competitive bids, sole source purchases, emer-
gency purchases, cooperative purchases, change orders,
requests for proposals, public works projects, lease pur-
chase and other various related items.
"I really like this list,” Councilman David Stuart said.
“It’s very comprehensive.”
Councilman Eric Cherry added that he felt having
the uniform policy in place will simplify purchasing
