S ection. 1. fíe it enacted hy the
Tjegixlf(turc of the State of Texas,
That i he second section of the act
irfciied above shall heroufter read as
fojlows, viz :
"All ofiice s, Siate arid County, of

.fiistices of the Peace, Constables,
Noiayit's Public and all officers' of tlio

clerks and employees as they arc bv
law entitled t"; officers, clerks, di-
rectors and glial its of the Peniteni-
tenliary ; stiperinlendeots and teach-
ers in the deaf, dumb, blind and
lunatic asylums; professors and
teacherfe of schools and academies
having as many a« t-venty or more
scholars : one captain, two pilots and
tyo engineers to each steamboat ac-
tually engaged in the service of the
State or < f the Confederate States;
telegraph operators, actually engaged
as such; one apothecary for each
apothecary stove actually engaged
in business ; presidents, secre1 .ries,
superintendents, engineers, conduc-
tors and vóad masters of railroads;

Stat Troops, or anv portions of
them, should be called into service,
or whenever ahe President
Confederate States shall call
the Governor of Ibis State to furnish
an additional quota of solcHera far

the General Commanding this de-
par tmeut, the Governor, shall, by
proclamation, order into camp, from
any one or more brigades, a sufficient
number of troonB to fill such requisi-
tion, or to quiet sucih rebellion or
insurrection, in the following manner,
to wit: He shall order the Brig. Gen-
eral ot such brigades as to him may
seem proper, to cause each Captain
within his brigAde to muster his
company ou any designated <lay,
and cause the names of each a^d
every commissioned, non-commissiou
ed officer and private to be placed in
a hat or box, and the proportion of
said companies as may be ordered by
the Brigadier General shall be drawn
by the Captain, or any person whom
he may designate, from the hat or
box, and sticli persons as are drawh,
shall immediately repair to the camp
designated by the Governor, or
Brigadier Geneial. And it shall be
the duty of the Brigadier General to
proceed, immediately, to organize the
troops drawn into service, within his
brigade, into companies of not less
than sixty-four, rank and file, and
officered as is required by the law$ of
the1 Confederate States; and when so
officered, may be transferred, by the
Governor, into the service of the
Confederate States, for a period of
not more than twelve months, and
shall not, by any commaudt'r. be
carried beyond^the limits of the State
of Texas. And the Brigadier Gen-
eral shall, upon the organization of
sucii-c tupanieB, forward a muster
roll of each company to the Adj't
and Inspector General for preserva*
tion—provided, any citizen may have
the privilege of volunteering if he
desires.
Sec. 3. Company, battalion and
reg'niental drill is suspended during
the continuance of the piftent war.
Skc. 4. Enrolling officers, whilst
engaged as-such, shall he entitled to
the pay as 2d Lieut, of Cavaln'i to
be paid our of the Treasury of the
State, the sainé to be approved by
the Brigadier General Commanding
the brigade ; aud that this act be in
force from ami after its passage.

in the militia bill adopting the rules
aud regulations of the Confederate
army was decided unconstitutional.
On the Strength of the decision of
this portion of the hill, we are told
several of the militia left their camp
on Saturday for their homes, risking
the chances.—Shreveport Newt.
Judge Grej*, candidate for Con-
gress, is a good patron of the priu
ters. We believe he annouuees his
name in every papei in his district.
It speaks well for a man to Bee liitn
a. liberal supporter* of the press.
Some candidates are so miserly that
they will barely announce their
names in one paper. Such narrow-
hearted men are unfit for a pest of
honor, all they care about is the

ville, who have token the oath uf
allegiance since the publication of'
l,¡ en. Mitchell's order, of the 22d ult.,
reaches about 7,400, and those who
have g'iv.e the non combatant's parole
about 500, making a total of aWi.

A while man was killed by a free
negro in New Albany, on tho 17th.
The greatest excitement prevailed,
and the Military had to be called
out.

the Galvestou News that Col. CarterB
regiment has again been engaged in
a fight at a place called Taylor'6
creek'and put the enemy to flight.
We regret to see by the account that
Capt. M. M. Kenney was severely
wounded during the fight, while
charging the enemy.
Col. Clayton has made a raid at
Helena, towards Little Bock, des-
troying two hundred thousand bush-
els of* corn, several large buildings
of commissary stores, and many
grist mills encountering a rebel brig-
ade, and after a small engagement,
retreated. Ool. Hatch made a raid
from Corinth, on the 20th, bringing
fcfur thousand prisoners (t) and six
hundred horses He encountered
the rebels near the Tallahatchie, and
escaped unhurt. He says the rebels
have evacuated Warren ton after des-
troying the batteries.— Yank. Paper.

Brownsville, and report says they
are w atching for their oportunity to
enter Mexico.' It is said that theBe

their service to the Mexican govern-
ment to assist in repelling the French
and that, they are only here awaiting
the antwer of President Juarez.
General Miramon is certaiuly a fiue
looking man, and liie friends say
that his fortune is yet in Ins own
hands, to make it or break it. He
gave evidence during his brief career
as a partizan leader that he was a
brave and skillful general and we
think he would make a strong gov-
ernment for his country if he bad
the opportunity. We hope lie will
have a pleasant time in ' Brownsville
and then will succeed just as lie
