anthorired the eon«{íu¿ti«u which
requires the planter tío pay's per

of the thing or the language ^ the
law. The law ,does not. contemplate
refundiug' bi t 'deduction'—nor, the
advancement of inore than what is
doe, but the payment of a residue,
And it would jbe a most inconvenient
and rigorous rule to require men to
raise money,, fit a timo of, the year
when planters certainly have nqthing
to sell, to be refunded by driblets in
the fall.
The law would be alike incon-
venient to tax payers and tax col-
lectors.
Query—Could a planter , pay his
estimate deficit [viz : hetweeu the 5

cient] in advance in the 4 per cent,
binds, or at the close of delivery,
which for bacon aud cotton, /night^be

It is an important fact that the
tithes will be valued in the new and
reduced currency, and therefore
so far ns might be anticipated
ing from this year's valuation. Also
that the 4 per cent. boncU do not
help the tithe. >

In other sections the word "value"
is em|doycd—in reference to

not of its value—fy wouíd seem—but
of itself. A distinction made in tl|e
3 section seems to favor this view,
it being impossible, to pay 6 per
cent, of the actual surpluft money
held, abroad, the tax is levied upon
the "value" of such rotóey. The
reason seems to support the construc-
tion. Why such discrimination be*-
