ing the names of all persons In the State,
with the place,of their Residence, who havo
obtained exemptions or details as agricul-
turalists,' overseers, managers, farmers;
planters or otherwise, as producers of
graiu and provisions under the fourth para
fraph of the tenth section of che military
,ct of tho 17th of February, 18C4, pub-
lished in General Orders No. 26, (curront
series,) together with a statement of the
terms of the contract the sureties to the
same, and with all other pertineut facts
relating to the said exemption or detail.
The officers of the Subsistence Depart-
ment, under the direction of tho Commta
sary General a hfl Chief Commissary Gen
eral and Cbief CommisBary of each State
are charged with the collection of the meat
Mich any exempt-or detailed man may
have contracted to pay, and to^ give an
ucqtiitiance therefor ¡ also to make what-
ev re com mutation or reduction than may
be authorized by the Act. whenever the
conditions aro established to "justify the
same; and to make all the purchases of
the marketable surplus at the prices speci-
fied in the act, which the same authorizes
to be made on behalf of the Government.
The said Subsistence Department being
hereby clothed with authority to represent
tlje. Government, in the enforcement of it
chains upder the contracts and obligations
that the apt imposes upon tho exempts
aiid detailed men described therein.
II, In ord.ir tnat tho regulation on the
subject of the «alo of the marketable sur-
plus of provisions and grain to the Govern-
ment and the families of soldiers in the
saidaét, iriay haveexecufibn, the Commissa-
ries in the different States toay be instruct-
ed to limit their purchases of grliin and
provisions, of tho marketable surplus in
uny District to some definite proportion,
not to exceed one-lialf, and to leave the
remainder for the persons who purchase
on behalf of the families of soldiers.
III. All figeiits appointed by the pub-
lic authorities of any State, county or town
to supply food for the families of soldiers
are authorized to purchase the portion
unappropriated by the Government,, for

in tne fiifld.
Your soldiers aro the «ole reliante for
the defense of the country from invasion
and deaolation. They havo recently ftir-
nishcd you a signal instance of their will-
ingness and ability to defend your homes.
Without munitions of W K clothing and
medicines, they cannot bek£pt in the field.
Theso'articles can be obtained only by
importation. Cotton is the sole means of
purchase. In the «ame lofty spirit of
patriotism which lead! Jour son aud
brother to offer their live for your pro.
toction, will you not sell to the Govern-
njont the only product by whieh their
valor pan be made effective against the
public enemy? •/
The impressment of Cotton will be
«voided, if possible. But supplies for tho
army must he had. It i left with you to
determino whether, Tor the pre érvation
of your homes, you will force tho Gov-
ernment to resort to impressment.

VII. The act of Congress aforesaid

the classes uforesaid sliujl cease whenever
the farmed, planter, oi*overseer shall fail
diligently to employ in good faith his own

production of graiu and provisions to be
sold to the Government and tho families of
soldiers at prices not exceeding those fixed
at the time for like articles by tbo Com-
missioners of the State under the Impress-

department that there are instance of
persons exempt or detailed under this act,
who pay but little reipectto the obligation

order must make sn Affidavit, if a soldier or
a eitixen, or Certify, if ap officer, that the
supplies are for fbetr family uso, and «o
more will be supplied' at One time than
supplies for three months. The affidavit
or eertifl caté must *et forth clearly the
fact that the peraon purchasing «owes
within the requirements of this order and
that no more is asked for than supplies

THE pressing necesiitr of the armies
in the field make it absolutely necess-
ary that the Government should use one
half of the cotton in thi« department for
the purchase of naval,and military Btorei
required for the defense of the conntry.
. Discreet and proper bonded and com-
missioned officers have been selected,
who willpUfcbase, if possible, the amount
required. If it cannot be obtained by
purchase, they are authorized to impress
it in strict accordance with the terms
of] the impressment act and the general
order* issued on that subject - •. ! %. i
District Commanders will furnish them
siich assistance as mav bo needed in exe-
cuting this order.
Any attempt át illegal impressment
will be promptly punished on oeing re-
ported, with satisfactory proof, to district
or department headquarters.
The following officers are charged with
the execution of this order:
Major A. S. CabelUMM. W. P. Baughn,
Capt. F. J. Lynch, Capt. B. Shropshire,
Cppt. W- W. Barrett, Capt, N. A, Birge.
All cotton procured by them in Texas
will be placed uuder the control of Lieut
Col. W. J. Ilutchins, who will use it
solely id procUruig army supplies.
