ers On their way to the Grand Indian Council, to

The courier sent out by Major Hayescolf, clerk
of the Southern Indian Huperintendency, to de-
liAor to agents certain instructions from the Gov-
ornmeut, w.is robbed on Cabin Creek, one hun-
dred mUes from Fort S.'ott, by Indians. All val-
uable papers in his possession were destroyed,
■except the commission of Mnjor Dunn.
The streams throughout the State have fallen so
}o\v that the stages and 'mails are making their
regular trips.
San Francisco, Aug. 25.—The paroled prisoners
report Capt. Nye, of the Abigail, must have súc-
íiucceeded in notifying some of the vessels Of the
proximity of the «Shenandoah, as Hour were seen
putting back soon after* and, with those notified
by the Gen. Pike, some- thirteen were turned
luck.
Among those turned back by the Gen. Pike
were the Addison Pierce and Canton packet, both
mí New Bedford. It is believed the Sfcepandoah
will destroy fifty more vessels, as they were all to
the' Northward. "The bark Richmond was also
warnOv\l off and sailed, from Plover Bay for the
•Sandwich Islands.

Washington, Aug. 22.—The Commissioner o
Internal Revenue this morning made the following
decision: That vessels aro not regarded as mer-
chandise within the meaning of section 99 of the
act of June 30, 1864, and the tax of an eignth of
one pei* centum, imposed by sdfd section upon the
sales of merchandise, is not to be imposed on the
«ale of vessels.
The following decision was made in regard to the
«ale of photographs : Wh^re a party pays, say
three dollars and seventy-five cents, for a dozen
photographs or sun pictures, the .person who sells
or delivers; the pictures mUBtafflxa three cent
, jstamp to Viách. The pretence that the first picture
worth a dollar requires a five oent stamp, while
<ach of the remaining eleven are worth but twenty
fiVe cents,, and consequently requires a two cent
>;tamp, is an evasion of the law which cannot bo
.tolerated. In regard to dividends the Commis-
sioner has rendered the following decision: It is
held by this office that all dividends declared by
one of the institutions mentioned in section on

You ask my views óf the future course and fu-
ture interest of us all. The case is so plain that
very little can be said or written upon it. We of
the South referred the question at issue between
us iind the United States to the arbitration of the
¿word. The decision has been made, and it is
against us. We must' acquiesce in that decision,
accept it as final, and recognize the fact that Vir-
ginia is again one of the United States. Our du-
ties and interests coincide ihat we shall consult
the one and perform the other by doing all we can
to promote the welfare of our neighbors, and re-
turn property to the country. We should at once
commence the duties of peaceful citizens by en-
tering upon some useful pursuit, qualifying, our-
selves to vote if possible, and at the poll8: our
votes should oe cast for conservative men. men
