Qeneral Order No. 1.
1. The act of Congrua entitled
an ant to provide for the more
«fficlent government of the rebel
State*," having been officially trans-
nutted to the underaigned in an order
from the headquarters of the army,
which assigus him to the command of
the fifth military district created by
that act,consisting of the States of
Louisiana and Texas, he hereby
assumes eommand of the same.
2. According to the provisions of
the sixth section of the act of Con
gross above cited, the preaeat State
and municipal governments in the
States ofLouisiana and Tessa are
hereby declared to be provisional
only, aad subject to be abolished,
modified, controlled or superseded
3. No general removal from office
will be made, nnlesa the present in
cumbents fail t6 carry eut the provi-
sions of the lair or impede the re-or-
ganization , or nnlesa a delay in re
organising should necessitate
change. Tending the reorganisation,
it is desirable and intended to create
aa little disturbance in the machinery
of the various branches of the provl
sional governments aa possible, con-
sistent with the law of Congress and
its successful execution; but this
condition is c|ependont upon the dis-
position shows by the people, and
upon the length of time required for
feorganization.
4. The States of Louisiana and
Texas will retain their
present
military designations, viz.: "District
of Louisiana" uud ' District of
Texas." The officers in command ot
each will continue to exercise all their
military powers aad duties as hervto
fore, aud will, in addition, carry out
all the provisions of the law withiu
their respective commands, exoupt
those which specially require the ae
lion of the Military District Com'
