Information Available: The 10 sections of the Teras
Register represent various facets of state government.
I)ocuments contained within them include
Governor - A;\ppointments, execulie orders. and
proclamations.
Attorney General - summaries of requests for opin-
ions, opinions, and open records decisions.
Secretary of State - opinions based on the election
laws.
Texas Ethics Commission - summaries of requests
for opinions and opinions.
Emergency Sections - sections adopted by state
agencies on an emergency basis.
Proposed Sections - actions proposed for adop-
tion.
Withdrawn Sections - sections H withdraw n by state
agencies from consideration lior adoption, or utomati-
cadly withdrawn b; .he Tlx'as Register six months after
the proposal publicatllon date.
Adopted Sections - sections adopted following a
30-day public comment period.
Open Meetings - notices of open meetings

indexes to aid in researching material published
How to Cite: Material published in the Texas Register
is referenced by citing the \ olume in w hich the docu-
ment appears, the words "lI'eReg" and the beginning
page number on which that document vas published.
For example, a document published on page 2402 of
Volume 18 (1993) is cited as follows l :\Reg 24t02.
In order that readers may cite material more easily,
page numbers are now written as citations. i.ample: on
page 2 in the lower-left hand corner of the page. would
be written "18 "'xReg 2 issue date," w while on the oppo-
site page, page 3, in the lower right-hand corner, would
be written "issue date 18 'exReg 3 "

Texas Administrative Cxde
The Texas Administrative Code (TAC) is the otcial
compilation of' all linal state agency rules published in
the Texas Register. Following its efl'ecti\e date. a rule
is entered into the Teras Administrative Code. E1mer-
gency rules, which may be adopted by an agency on an
interim basis, are not codltied within the TAC W\est
Publishing Company, the official pubhsher of the TAC,
releases cumulative supplements to each pnnted \ol-
ume of' the TAC t' ice ech .ear
'The TAC volumes are arranged into litles (using
Arabic numerals) and Part.\ (using Romain numerals)'The titles are broad subject categories into which the
agencies are grouped as a matter of convenience. Each
Part represents an individual state agency. T'he Oficial
TAC also is available on WI:STL.AW, West's computer-
iied legal research service, in the c'X-.\I)C database.

How to Cite: UInder the TAC scheme, each section is
designated by a TAC number. For example in the
citation I 'I:\(' 27.15:
I indicates the title under which the agency
appears in the Texas Administrative Code; TAC stands
for the Teras Administrative Code; 27.15 is the sec-
tion number of the rule (27 indicates that the section is
under Chapter 27 of littlee I; 15 represents the individ-
ual section within the chapter).
How to update: 'lo lind out it' a rule has changed since
the puhlbhcution of the current supplement to the Teras
Administrative Code, please look at the Table of TAC
Titles Affected I'he table is published cumulatively in
the blue-cover quarterly indexes to the Texas Register
(January 22, April 16, July 13, and October 12, 1993).
In its second issue each month the Texas Register
contains a cumulative Table of TAC Titles Affected for
the preceding month. II' a rule has changed dunng the
time IraTxl covered by the table, the rule's TAC
number will be printed with one or more Texas
Register page numbers, as shown in the follow ing
example.
