vice president added
Roth said that continuing
exceptional growth in Texas,
inflation and changing economic
and regulatory faetors in the
telecommunications industry
create the need for increased
rates.
"We have an intrastate in-
vestment of almost $7 billion in
Texas," Roth said. "We must
be able to earn on that invest-
ment at a level which will attract
the huge amounts of capital
necessary to provide continuing
quality telephone service in
Texas.
The state is growing rapidly.
We have a corresponding high
demand for telephone service.
We're meeting that demand
with a construction budget of
almost SI.4 billion this year.
Our earnings must be at a level
to continue attracting the in-
vestment of dollars which allow
us to spend such large amounts
*>n Texas growth."
Roth said that at current rate
levels. Southwestern Bell is
unable to earn even the return
authorized by the Public Utilitv
Commission. "The authorized
return of 10.82 percent on our
intrastate investment is too low.
We were earning only 8.49
percent for the period on which
our rate request is based,
ending March 31. An increase is
vital."
The vice president said that
528.3 million in private line
increases are being requested
because those services also are
producing revenues significant-
ly below cost. "Just as basic
local service, private line ser-
vices are going to have to cover
more and more of their cost,"
Roth said.
Roth said increases are being
sought in the optional Touch-
Tone and Custom Calling ser-
vices based on the appropriate
market price level.
The company is asking the
PUC to authorize a return of
17.1 percent on equity and 12.72
percent on the company's total
intrastate investment in Texas.
The rate increases would
produce an overall increase of
15.8 percent in intrastate reve-
nues.
