claring the purpose of membership
agreements to be entered into by indi-
vidual members shall be for the mutual
considerations, co-operative advantages,
and benefits in common derivable from
co-operative organized effort impossible
of realization and enjoyment by sub-
scribing members except through the
unity of action provided by such asso-
ciation membership; providing that such
by-laws shall determine the officers to
be elected, the manner of their election,
and membership fees; providing such
associations shall file articles of incor-
poration, and expressing in detail the
information to be included in the ap-
plication for charter, requiring certain
information if organized with capital
stock; providing the manner of attest-
ing such statements il the application;
providing that the by-laws adopted by
such association shall be filed with ap-
plication for charter; providing for an
annual license fee and for the fee for
amendments to the charter; providing
such associations shall be exempt from
all franchise or license taxes, and de-
claring an emergency."

that no arrest shall be made by such
patrolman or other officers by lying in
wait for the purpose of trapping drivers
of vehicles on the highways suspected
of violation of speed restrictions; pro-
viding venue of all prosecutions of vio-
lations hereunder; providing that no fees
shall be paid any officer making an ar-
rest in violation of the provisions of
the law, and declaring an emergency."

ing colleges or universities supported

required to pay a registration fee, a

used, and that no part of said fees
shall be used for any purposes other than
those herein named; and providing that
no funds, collection of which is author-
ized by this act, shall be used for any
purposes other than those herein named;
and providing that no funds shall be
used for any purpose for which the col-
lection of another fund is authorized;
and providing that all other funds col-
lected in said colleges and universities
and not named herein shall be optional
with the students or said colleges and
universities, and declaring an emer-
gency."
