MOTION TO TAKE UP HOUSE BILL
NO. 231.
Mr. Kemble moved that the constitu-
tional rule requiring bills to be read
on three several days be suspended and
that House bill No. 231 be placed on its
third reading and final passage.
The motion was lost by the following

ON SECOND READING.
The Speaker laid before the House,
on its second reading,
H. J. R. No. 16, To amend the Con-
stitution to provide for the election of
a Secretary of State.
The resolution was read second time.
(Mr. Petsch in the chair.)
Mr. Loftin offered the following (com-
mittee) amendment to the resolution:
Amend House joint resolution No. 16
by striking out all of Section 3, and in
lieu thereof insert the following:
"Section 3. The foregoing amendment
to the Constitution shall be submitted to
the vote of the qualified voters of this
State at an election to be held through-
out the State on the first Tuesday after
the first Monday in November, A. D.
1928, at which election all voters favor-
ing said proposed amendment shall have
written or have printed on their ballot
the words:
"For amendment to the Constitution
of the State of Texas amending Section
21, of Article 4, providing for the elec-218
