Sec. 2. The importance of this legis-
lation and the crowded condition of
the calendars in both Houses create
an emergency and an imperative pub-
lice necessity that the Constitutional
Rule requiring bills to be read on
three several days in each House be
suspended, and this Rule is hereby
suspended, and that this Act take ef-
fect and be in force from and after
its passage, and it is so enacted.
The committee amendment was
adopted without objection.

committee amendment to the bill:

Amend House Bill No. 739 by strik-
ing all above the enacting clause and
substituting the following:

An Act authorizing the board of

surplus land; amending Chapter 422,
Acts of the 56th Legislature, Regular
Session, 1959, as amended, by adding
a Section 4a; and declaring an emer-
gency.
The committee amendment was
adopted without objection.

The Chair laid before the House
on its second reading and passage
to engrossment,
H. B. No. 1325, A bill to be entitled
An Act relating to the creation, es-
tablishment, maintenance, and opera-
tion of a hospital district in accord-
ance with the provisions of Section 9,
Article IX, Constitution of the State
of Texas, to be known as the Garza
Hospital District, in Garza County,
Texas; and declaring an emergency.The bill was read second time.
Mr. McDonald offered the follow-
ing committee amendment to the bill:
Committee Amendment No. 1
Amend H. B. No. 1325 in the fol-
lowing respects:
a. Add after the word "Texas" ap-
pearing on line 23 of page 1 of the
printed bill the following phrase:
"to be known as the Garza Hos-
pital District,"
b. Add at the end of Sec. 3(a) the
following:
"If the proposition to create the
Garza Hospital District fails to carry
at the election, no other election for
the same purpose may be held within
one year after the result of the elec-
tion is announced officially."
The committee amendment was
adopted without objection.

An Act providing for the creation
of the Haskell County Hospital Dis-
trict, such district to embrace all of
Haskell County, except that portion
of said County now embraced within
the Stamford Hospital District; pro-
viding that said District shall assume
the outstanding debt of Haskell Coun-
ty incurred for hospital purposes not
heretofore assumed by the Stamford
Hospital District; providing for an
election in the area of the proposed
district to create said hospital dis-
trict; etc., and declaring an emer-
gency.
The bill was read second time.
Mr. McDonald offered the follow-
ing committee amendment to the bill:
Committee Amendment No. 1
Amend H. B. No. 845 in the follow-
ing respects:
a. Add a new paragraph at the end
of Sec. 3, as follows:1998
