HERALD MANAGING
EDITOR
School trustee Alex Gabert pulled something that I feel
deserves a bit of credit.
Tuesday night at the regular meeting of the school board
Gabert made a motion to award Superintendent S.P. Cowan
a two year contract. Cowan has been without a vote of con-
fidence for sometime, but Gabert managed to muster up
enough votes to get him a two year contract.
Although we feel that Cowan still does not have the con-
fidence of the board, a two year contract is well deserved
and we congratulate trustee^ Alex Gabert for recognizing
Cowan and his work.
Gabert said something Tuesday night that reminded us of
our relationship with him. Although we feel that sometime
back Gabert over stepped his boundaries in the employ-
ment of personnel not recommended by Cowan, I feel that
this one Item was In the direction of what Is best for the
students at our schools.

Named to the Who-'s-Who in Southwest Politics is our
own Starr County Commissioner Reynaldo (Moreno) Alanlz,
The nation wide publication cites Alanlz as a "doer" in
his precinct affairs and names various works that Alanlz
has accomplished In his precinct.

Our congratulations to all the winners in last week's
elections. Hector Lozano who has waged an up-hill battle
to take over the commissioner's precinct^three commis-
sioner's post deserves much credit for his work in winning
the election.
Last Sunday's parade, bar-b-que and dance were a clear
indication of the backing that Lozano has in that precinct.

The Herald has been notified that Starr County has been
approved for Food Stamps beginning next June or July.
The food stamps process of caring for the needy elimi-
nates much of the county worries in paying for food com-
modities and almost eliminates that old threat that if you
don't vote a certain manner your commodities will be
eliminated.
That is the subject of a federal grand Jury investigation
at the present time.
The food stamps add about 30 per cent more to the econ-
omy of the county and gives back the choice to the consu-
mer or welfare recipient.
There is no local director in food stamps programs and
the entire matter is handled by the state welfare depart-
ment from Austin.
*****
We want to thank the different election officials for the
rapid service that we got during the election.
I know that it takes a lot of time to answer questions on
the election and to read out the various results.
I heard from the different news medias that covered
the election and they feel that the entire matter could not
have been handled any better.
Again, to all those election officials . . . thanks ... we
appreciate your cooperation.

The Parks and Wildlife Department has not officially
ruled on the eviction of park users at Falcon Park after a
28 day stay.
They have, however, told park manager to enforce the new
rule which says that park users may only use the facilities
for 28 days at a time.
We have people out at the park that have been coming
there since the park opened.
The new ruling not only hurts the area economically but
also hurts those that use the park constantly.
Our wish is that the State Parks and Wildlife Department
•would leave things alone.
Maybe they should spend more time selecting personnel
and correcting their department (they've had nine directors
in seven years at the state office) instead of trying to hurt
an area in our county that can not stand such economic
blows. * ♦
We don't like to say "we told you so" but Sheriff Rey-
mundo (Ray) Alvarez has brought a new look, a new di-
mension, to law enforcement to the Starr County Sheriff's
Department.
From now on . . . watch out . . . that 'Snoopy' radar is
in use. The department is Issuing tickets for those heavy
feet on the gas-podal drivers we have coming through
town like it wasn't there.
Congratulations . . . CherlXf and your deputies . . . see
all they needed was leadership . . , and Alvarez is giving
it to them.
