WHEREAS, Mr. J.D. Villarreal Jr. is committed to bring about reform and progress
within good government, is competently qualified on matters pertaining to the manage-
ment and spending of public funds, is devoted to cooperate with the community and all
county officials in bringing about progress; and
WHEREAS, a vote for J.D. Villarreal Jr. is a vote for honesty, knowledge, ability, judg-
ment, involvement, training and will to serve; now
THEREFORE, be it resolved, that we the undersigned citizens endorse the candidacy
of Mr. J.D. Villarreal Jr. for'director of the Starr County Water Control and Improvement
District No. 2 and highly recommend to all qualified voters of such district to support

WATER COHTROL AND IMPROVEMENT DIST. NO. 2
There are just a few days left before election day. The direc-
tors election will be held on Tuesday, January 9, 1973 at the
county courtroom In the Starr County Courhouse. The polling
place will be opened from 7:00 o'clock a.m. to 7:00 p.m. All
resident qualified voters of the Starr County Water Control and
Improvement District No. 2 are eligible to vote at this election.
If you are sick or expect to be out of the county on election
day, you can vote absentee between 8:00 a.m. and 5:00 p.m. at
the Water District Business Office. The deadline to vote ab-
sentee is Friday January 5, 1973 at 5:00 p.m.
I was born in Rio Grande City, Texas, am married to the
former Norma Olivarez, and have two children, Lizette and
Prlscilla. I graduated from Texas A&I University, am pre-
sently employed by the Rio Grande City Cons. Ind. Sch. Dist.,
and feel that I am fully qualified to serve as a director of the
Starr Co. Water Control and Improvement District No. 2.
Good and honest government is one of my strongest beliefs
and I feel that I will in no way become indebted to any political
leaders.
I ask you for your vote, active support and assistance. The
following is a sample ballot of the directors election to be held
on Tuesday, January 9th. A vote for J.D. Villarreal Jr. is a
vote for good and honest government.
