There are many forms ol
litter on the nation's high
ways and byways. They
include fast food wrappings,
plastics, paper and styro-
foam cups, cigarette pack-
ages and filters, automobile
parts, snackfoods, beverage
cans and bottles. Yet, bot-
tles and cans—the only tar-
get of mandatory deposit
laws—represent only 20 to
25 percent of the total
litter.

Forced deposit laws have
been enacted in six states-
Connecticut, Iowa, Maine,
Michigan, Oregon and Ver-
mont. And the Glass Pack-
aging Institute (GPI) con-
tends that, in each state,
"the results have been con-
sistently disappointing."

The public overwhelm
ingly prefers the litter/
recycling law alternative,
according to a survey by
Cambridge Reports Inc The
survey found that 55 per -
cent of the population pre-
ferred the alternative while
only 31 percent opted for
the mandatory deposit law.
These comprehensive pro-
grams attack all forms of
litter through a combination
of litter cleanup programs,
public education, litter law
enforcement and recycling
incent ives

accepting bids on 5 separate
houses which have been
selected to receive
Rehabilitation Assistance
through the Community
Development Block Grant
Program. Contractors will
be allowed to bid on a
maximum of five houses.
Documents such as work-
write ups and other bidding
information are available
and may be picked up at the
Housing Rehab Office, San
Juan Plaza Service Center,
600 North Garza, Rio Grande
City, Texas. These
documents are available
from Monday through
Friday, 8:00-12:00 A.M. and
1.00-5:00 P.M. Contractors
will be required to have
Builder's Risk and Liability
Insurance.
The Owner reserves the
right to reject any and all
bids and to waive all for-
malities in bidding. The
Owner also reserves the
right to determine which bid
is the lowest and the best,
and to award the contract on
that basis.
Deadline for bids will be
21, of January, 1981 at 5:00
P.M. All copies of work-
write ups, contract
documents, etc. are tn he
returned to the Reha! Of-
fice, San Juan Plaza, .long
with the sealed proposal
bids. If you cannot bid,
please return all forms.
Bid opening will take place
on 22 of January, 1981 at
10:00 A.M. at a Special
Meeting of the Com-
missioners Court at the Starr
County Courthouse in Rio
Grande City, Texas. The
