Hospital Board
Holds Regular Meeting
The Board of Directors of the
Starr County Hospital District
discussed and acted upon a variety
of issues at their regular meeting
Thursday afternoon, April 27.
Administrator Thalia Munoz
noted, "Paving has started on the
hospital driveways and parking lots.
It has been under construction for
about a week. It was a matter of
repairing the entrance road and the
parking lots."
The work, she noted, is being
carried out by La Posta
Construction at a cost of
approximately $50,000. Munoz
said that the remaining construction
should take about two weeks.
Concerning the financing of the
new ambulance, Munoz indicated
that the new vehicle was purchased
with tax money and also from the
insurance proceeds arising out from
the accident that disabled the old
ambulance last November.
The new vehicle is being acquired
from Collins Ambulance of
Mansfield, Texas (located near
Dallas) at a cost of approximately
$61,765.
Munoz commented, "It's a really
good ambulance, basically an
ambulatory emergency room. It's a
Type I ambulance."
A Honeywell representative
appeared before the board to make a
proposal for a maintenance program
of the heating, ventilation and air
conditioning systems of the
hospital.
Xavier Maldonado made the
presentation on behalf of
Honeywell. Munoz indicated that
the proposal involves a temperature
control maintenance program at the
hospital.
According to Honeywell, "this

program will extend your

replacement costs, reduce energy

Munoz commented that the board
seemed impressed with the
presentation, but a final decision
was tabled for the future.
Concerning emergency room
policies, Munoz said, "We reviewed
the statute concerning when you
call a Justice of the Peace for a
death pronouncement."
Munoz indicated that the matter
was discussed with the hospital
attorney, and first brought up at the
medical staff meeting. She said,
"We reviewed the statute concerning
the delineation of duties."
Munoz said that the legal
interpretation reached was that
"when someone comes in dead on
arrival, without an attending
physician, the Justice of the Peace
needs to be called.'
Moreover, she said, "If he (the
victim) is dead on arrival, even with
an attending physician, the J.P.
still needs to be called."
Concerning expenditures so far
this year on budgeted items, Munoz
said, "We're keeping within our
budget."
She indicated that 70 percent of
expenditures so far are for the
following items: A new ambulance,
paving and fencing, a fetal heart
monitor, state of the art sonogram
equipment, painting of the hospital,
and a cardiac monitor with an
oxymeter.
Munoz, in giving the quality
assurance report, indicated that the
occupancy rate for March was 54
percent.
The board approved a total of
$2582.91 in non-Hill Burton
charity.

Intermediate sixth graders, both

The clinic will take place from 9

City High School Gym.
