researching Rio history
The Rio Grande City High
School Freshman English I G/T
class will be commenting a creative
research project which will
concentrate on the history of Rio
^ Grande City.
The students participating in this
research project will pilot research
using the library and through
interviews. The students will
publish their findings, as well as
initiate a traveling display which
will be exhibited at different
locations around town.

Rio Chamber thanks
Christmas volunteers

A Rio Grande City Chamber of
Commerce remarked following this
year's Christmas celebration that a
Chamber is only as good as its
^ volunteers and the participation by
others in such functions as this
year's festival.
While this was not the largest
parade ever, the color and the
creativity put into the floats and
decorated vehicles certainly ranks
among the best in spite of the
weather.
The Chamber would like to go
^ on record thanking all the
volunteers and participants in this
year's events, including the
reception for Parade Marshal Mr.
A.V. Peterson, and the parade itself.
The reception was one of the
most touching ones ever held. The
honorcc, known to many as "Pete"
Peterson, a man who would rather
^ not be in the limelight, slated
"publicly that he was
"overwhelmed."
As for the parade, the color, the
pageantry, the enthusiasm, and the
turnout more than made up for its
diminutive size. Even the Starr
County correspondent for the
Monitor was so impressed by the
creativity, the participation and
attendance that he featured a large
color photo of one of the floats in
the Starr County section of the
paper.
In addition to the Monitor, the
Chamber would like to give special
thanks to KCTM, The Rio Grande
Herald, and The Starr County Town
Crier for all the publicity.

"Nene" Lx)pez stated that he wanted
to thank the Industrial Foundation
staff on behalf of the membership
for all the behind the scenes work
done by them.
Both Executive Director Cnsanto
Salinas and Armandina Garza
deserve a big thank you for this
effort on behalf of both the Rio and
Roma Chambers of Commerce,
particularly since they have their
hands full with the LaBorde House
projects.
A special thanks goes to the
Youth Fair Board for the use of the
exhibit hall.
And what would a parade be
The weaverbird, a relative of the
sparrow, lives in large nest colo-
nies—with as many as seventy
birds populating a single tree.

LAS POSADAS- Students, staff and guests of Immaculate Conception School
enjoyed their annual enactment of Las Posadas on Friday, December 20. Serving as
Mary and Joseph for the procession were ICS Queen and King Anita Torres and
Willie De La Cruz, pictured with angels from the various classes. Following Las
Posadas, students enjoyed tamales and other holiday fare at their classroom parties.

the Rio Grande City High Band for
adding so much to the parade.
We also wish to add our heartfelt
thanks to the Rio Junior High
bands, Grulla and Ringgold, as well
as the Roma High and Junior High
bands who, although they were not
able to march because their
uniforms included band T-shirts,
stood by as long as they could in
hopes that the weather would clear.
Most importantly, we would like
to thank the children, the parents,
the schools and all the others who
took part in the parade.

Immediately upon taking his oath
of office he initiated and has now
successfully completed the
following projects, namely: The La
Casita Park; El Cenizo Center; The
Nutrition Center for the Elderly; the
Rural Clinic which is presently
operated by the Easter Seal Society
and which houses the Early
Childhood Intervention; the
construction of a huge classroom
for SER National which conducts
GED classes; a day care center for
SER National; a lighted Little
League field; cooking pits, tables
and playground equipment
At the community of Alto
Bonito, Commissioner Garza
installed another lighted Little
League baseball park, a county
park, basketball court tennis court,
a pavilion, a picnic area, and almost
completed is a nutrition center for
the elderly.
During his administration he
built the county's warehouse at
Grulla, and paved the streets of La
Victoria, Alto Bonito, Grulla, La
Casita and Garciasville.
Garza said, "I wish everyone in
Starr County could make time and
visit our county warehouse located
at La Casita. All of our county
equipment is safely secured there.
Adjoining the warehouse is my
most efficient office." Garza
indicated that all of these facilities
constructed by him are
county-owned.
Garza further commented, "I
believe I am very effective in
securing federal and stale grants for
Starr County. If I'm not here in
Starr County, then I'm in Austin
consulting with the state agencies
and at limes even with Governor
Richards herself. You may recall
that Governor Ann Richards
personally visited La Casita last
month to personally extend her
cooperation in programs for the
elderly."
Garza commented that his
accomplishments in securing federal
grants during his administration are
many. He was very instrumental in
assisting the county to receive a
5968,942 grant for improvements
to the Fort Ringgold County Park
from the U.S. Department of
Interior.
From the U.S. Department of
Commerce, the county received
$355,000 for the renovation of the
courthouse and $1,513,000 for die
building of a criminal justice
facility. From the Small Business
Administration, the county received
SI7,(XX) for a beautificalion project.
From the Texas Aeronautics
Commission, the county received
584,000 for the Starr County
Airport runway.
From the Texas Department of
Community Affairs, the county
received 5831,432 for rural paving.
The county received 5764,535 for
rural paving and 5801,807 for
street improvements from the Texas
Department of Commerce, plus
5295,574 for colonia water
improvements from that same
agency. From the Criminal Justice
Division, the county received
550,000 for the jail renovation.
Commissioner Garza is a
member of the VFW Post 7791 at
La Grulla and is president of the
Men's Catholic Club at La Casita.
He represents Starr County with the
Government Review Committee of
the South Texas Development
Council at Laredo. He is also very
active with the Texas Youth Fair,
seeking sponsors for the sale of the
participants' animals.
