PERSONS AND PARTIES
You are hereby notified that
ALVAREZ READY MIX &
CONSTRUCTION COMPANY
has applied for Texas Air Control
Board (TACB) Permit No. 22286.
This permit, if approved, will
authorize construction of a concrete
Batch Plant in Roma, Stan-
County, Texas. The location of the
proposed facility is 1/2 mile north
of U.S. Highway 83 on San Julian
Road. This facility will emit the
following air contaminants:
particulate matter (aggregate,
cement, road dust and flyash).
A copy of all materials in the
public file is available for
inspection and reproduction at the
TACB Harlingen Regional Office
located in the Matz Building, Room
204, 513 East Jackson, Harlingen,
Texas 78550, telephone (512) 425-
6010, and at the TACB Central
Office, 12124 Park 35 Circle,
Austin, Texas 78753, telephone
(512) 908-1000. The facility's
compliance file, if any exists, is
available for public review in the
regional office of the TACB.
Inquiries about the permit
application should be directed to the
TACB Permits Program in Austin
or the TACB Harlingen Regional
Office.
You may submit written comments
concerning the permit application
to the TACB Executive Director in
Austin. All written comments
the proposed facility may request
the Board to hold an informal
public meeting and/or contested
case hearing on the permit
application pursuant to Section
382.056(d) of the Texas Health and
Safety Code. The Board is not
required to hold a contested case
hearing if the basis of a request is
determined to be unreasonable. All
requests for a contested case hearing
must be received in writing within
the 30-day comment period
regardless of whether an informal
public meeting has been held or
scheduled on this matter.
Before a permit can be issued for
this facility, the applicant must
demonstrate that all emission
sources are in compliance with all
TACB Rules and Regulations and
all applicable Federal Regulations.
This includes the application of
"best available control technology"
to each new or modified emission
source and compliance with all
ambient air quality standards.

predecessor (Efrain Garcia). I want
to see these plans carried out in the
classroom in a way that it impacts
instruction. We will continue to
emphasize the importance of the
parents' role in the educational pro-

He continued, "In addition, I
plan o collaborrte with the super-
intendent and administration as we
refocus attention on the student
population. I hope to refine and im-
prove staff development, align the
curriculum, and fill in any gaps we
might have. We must direct our at-
tention to the individual student's
needs. And, of course, we want to
get the district back in proper ac-
creditation status. If we can do
this, we will all be winners--the
students, teachers, parents, and ad-

Mrs. Pefia, daughter of Mrs. and
the late Feliciano Andrade, graduat-
ed from Rio Grande City High
School and the University of
Houston, going on to earn her
Masters of Education degree in
counseling and guidance and her
mid-management and superintenden-
t's certificates from UT-Pan
American while working with the
Rio Grande City CISD for the past
twenty-six years.
After serving as a high school
business teacher and a special educa-
tion counselor, she served as
Director of Guidance and Testing.
For the past four years, she has
been the district's Director of
PEIMS, the Public Education
Information Management System.
Her husband, Guadalupe, is also
an educator, serving the district as
an instructional specialist at North
Grammar Elementary. Their chil-
dren are Deanna, a RGCHS and
Texas A&M University graduate
presently enrolled at the U of H
College of Optometry; Guadalupe
Jr., a RGCHS graduate who has
been a student at Texas A&I
University; and Ernesto, an eighth
grader at Ringgold Middle School.
In her spare time, Diana enjoys
reading. She has been active in
community club work through
Texas Preceptor Iota Chi of Beta
Sigma Phi and the Florence J.
Scott Study Club.
Dr. Irizarry, on the other hand,
states, "I feel like a migrant educa-
tor." His service with the Air Force
and his interest in the architecture,
art, language, and culture of Mexico

have led him far and wide, from
Iceland to Mexico. "I would take
courses every where I went. I've at-
tended fifteen or sixteen colleges."
He met his wife, Roseann,
while both were students at Ohio
Dominican College, where he re-
ceived his bachelor's degree in
Spanish and education, completing
his senior year in Cuernavaca with
the Study Abroad Program. He
earned both his M.A. in Latin
American Studies and his Ph.D. in
Curriculum and Instruction from
the University of Texas at Austin,
where he was a Ford Foundation
Fellow.
His professional experiences
have been varied. His first leaching
job was in an Austin middle
school where he taught Spanish,
English as a Second Language, and
Reading while serving as Spanish
and French Club advisor and coach-
ing wrestling, drawing from his ex-
perience as a high school and col-
lege wrestler. He has helped pro-
duce bilingual movies for televi-
sion, served as a principal, a gifted
education administrator, and a pro-
fessor at UTPA-Brownsville and
Edinburg. "My wide variety of
courses helped me. I taught the
courses no one else wanted to
teach."
Richard and Roseann, who is a
special education teacher at
Ringgold Elementary, have four
daughters, Andrina, 18; Dianna, 14,
a freshman at Rio Grande City
High School; Christiane, 7, a third
grader at Ringgold Elementary; and
Alexandra, 3.
His spare time finds him read-
ing, enjoying classical music,
movies, art, and sports cars and mo-
torcycles.
These two talented educators
bring a wide variety of talents and a
wealth of knowledge to their posi-
tions as assistant superintendents
for the RGCCISD, which wel-
comes them wholeheartedly!
