weeks honor roll
4-H'ERS PARTICIPATE IN HEART WALK- Starr County 4-H'ers took part in the
recent American Heart Walk to benefit the American Heart Association in their fight
against heart disease and stroke. The 4-H'ers dedicated their walk to the memory of
John Robertson, a Hidalgo County young man and Texas A&M student who lost his
life to heart disease recently. Community service is a key element in the 4 H
program. Pictured are some of the 4-H'ers, 4-H Adult Leaders and former 4-H'ers v|u
participated in the walk from Starr County Memorial Hospital to the Starr Cout
Fairgrounds.

precincts. It's impossible for one
man to take care of the whole
county. Basically, Rio Grande City
was the only area being served by
this man (the animal control
worker)."
Alaniz contended, "Seventy five
percent of the people live in Rio
Grande City." Martinez responded
that all precincts are divided very
close to evenly based on
population. Alvarez said, "We have
two or three calls a day (in our
precinct). These people from
Kingsville haven't been in court for
six months or so."
Martinez indicated that the
Animal Damage Control
Commission has continued to be
active in the rural areas in die fight
against the rabies virus.
Margo asked, "Who do I refer
callers to?" Alaniz said, "I want to
hire someone (for animal control
within the precinct), but I'm unable
to at this time."
Margo questioned, "Each
commissioner will be responsible
for the quarantining?" The judge
responded in the affirmative.
Margo declared, "The situation is
betier, but it (the rabies problem) is
still very much with us and will be
for some time. It could still flare up
again at any time."
CPA Jose A. Hinojosa of the
amounting firm of Johnson,
Ewing, Hinojosa and Cron
presented the 1992-93 Audit Report
for the county. He said, "This
report includes everything except
fixed assets and yearly totals of
delinquent taxes. These are basically
the only differences we have (with
county procedures)."
The report analyzed county
finances during die period from Oct.
1, 1992 through Sept. 30, 1993.
Hinojosa indicated that General
Fund Assets totaled approximately
$945,000 and Liabilities amounted
to roughly $174,000, leaving
$770,824 as Fund Equity.
Hinojosa stated that the Road and
Bridge Fund "had a deficit of over
$300,000", which resulted in Total
Equity amounting to more than
$470,000.
Martinez said, "The distribution
is not always exactly the same as
detailed in the budget." Hinojosa
indicated that the excess of expenses
over revenues amounted to
$294,000, but stressed that transfers
from the Bridge and Gas System
"gave you a total excess of
$470,000."
Hinojosa indicated Uiat General
Fund revenues for 1992-93 were
$542,000 greater than originally
predicted, but expenses were
$306,000 higher than had been
projected. The General Fund wound
up with an overall favorable
variance of $236,000.
Hinojosa said that Accounts
Payable for both the General and
Road and Bridge Funds amounted to
roughly $370,000 at the end of the
1992-93 fiscal year. He told the
commisssioners, "Your surplus in
both funds' equity was $473,000 (as
of Sept. 30. 1993)."

Hinojosa went on to detail
expenditure variances for 1992-93
in various departments. He indicated
that Road and Bridge revenues were
$86,000 more than prcdictcd.
Hinojosa indicated, "Bank
accounts and statements need to be
reconciled on a monthly basis. The
Auditor and Treasurer should make
sure this is done, as well as the
posting to the general ledger."
The commissioners then
approved a motion approving die
1992-93 Audit Report as presented,
with the motion also approving the
proposal by the firm of Johnson,
Ewing, Hinojosa and Cron to carry
out the 1993-94 audit.
Danny Garcia of the Texas
Association of Counties made a
presentation to the court concerning
the matter of safety control. He
indicated, "You're paying $276,(XX)
a year into the Texas Association of
Counties pool. You've had a large
number of accidents, with 19 taking
place from January through June of
this year."
Garcia contended, "A good loss
control program can correct this
problem."
He indicated that Rusk County, a
county in East Texas comparable to
Starr County in population size, is
