out further application. You may ask you child's Head Start Program
to give you a letter which certifies that your child is currently enrolled
as an income-elegible participant in Head Start, if you provide us with
a copy of the certification letter from Head Stan, you will not need to
fill out the encloaed application. You must tell us if a charge occurs that
resutls in your child no longer being enrolled as an income-elegible
Head Star t participant
EVEN START PARTICIPATION: If your child is enrolled as a
partiipant in the Even Start Family Literacy Program and yourchild has
not yet entered kindergarden, your child is automaticaly eligible for
free meals in the Child and Adult Care Food Program without further
application. You may ask your chid's Even Start Program to give you
letter which certifies that your diild is currently enrolled in Even Stan
and has not yet entered kindergarden If you provide us with a copy of
the certification letter from Even Start, you will not need to fill out the
enclosed application. You must tell us if a charge occurs that results in
your child no longer participating in the Even Start Program (NOTE:
Children who participate in the National School Lunch Program,
School Breakfast Program, or the Summer Food Service Program are
NOT automatically elegible for free meals based on their participatk«i
in the Even Suit Program.)
If you have not provided us with a Head Stan or Even Stan certification
letter for your child, you may apply for free or reduced pnee meal s by
filling out this application, signing it, and returning it to us. Please

CEED makes presentation to
RGC corporation directors
At their regular monthly meeting
Thursday evening, the Board of
Directors of the Rio Grande City
Economic Development
Corporation heard a representative
of the UT-Pan American Center for
Economic and Entrepreneurial
Development (CEED) suggest
strategies that can be used to ignite
economic development in the Rio
Grande City area.
The CEED representative offered
a slide presentation explaining the
different components and functions
of the organization. He noted, "We
have partnership with the Rio
Grande Valley Empowerment
Zone." He explained the one-stop
capital shop, the technology center
and other functions. He stressed that
the University Center is a catalyst
about $5000. We will focus on
Roque Gucrra (Elementary School)
and the east side of town when
school starts."
Marquez noted, 'There were 847
calls and 56 arrests in July. Civil
disturbances were the main
problem."
Alderman Margo suggested that a
reception be held in honor of Starr
County Memorial Hospital
Administrator Thalia Mur.oz,
noting that she has been appointed
by Governor George W. Bush to
the State Board of Nursing
Examiners for a six-year term.
Margo also suggested that former
Alderman David Porras be honored
with an appropriate plaque for his
service on behalf of the city.
Near the end of the meeting,
Margo commented, "Mr. Escamilla
made a presentation at the
TEXDOT (Texas Department of
Transportation) meeting last week
for the whole county. Everything
went very well."
Fire Chief Javier Garcia indicated,
"There were 47 calls in July. There
were two structure fires, one
involving arson. We had about 10
bee calls. I've done some
inspections at the new high school.
They fixed some of the fire hydrants
near the new high school. The
hydrants had been facing the wrong
way."
The aldermen considered a
possible ordinance to abandon a
portion of the alley of the Industrial
Park Subdivision. Escamilla said,
"This particular alley is in back of
Starr Grill. The owners of both
properties are getting together to
purchase Starr Grill to create a
to assist distressed communities.
The representative pointed to
CEED's role in formulating the
"Edinburg 2020 Plan." CEED has
assisted the Edinburg Economic
Development Corporation, helping
the corporation with market surveys
and studies, including transportation
priorities and entertainment needs.
He noted that demographics are
essential in attracting industry. He
presented demographic information
about people living in a two-mile
area of Rio Grande City along U.S.
83 to Washington Street. He
stressed, "We want to help Rio
Grande City prepare for the 21st
Century."
Jose Escamilla, City
Administrator for Rio Grande City,
declared, "We met with EDA

Escamilla continued, "We think
it's best for the city to abandon the
property to the adjacent owners.

We need to get something else to

Lopez contended, "I don't think we
should shut off any street."
Escamilla declared, "The
Highway Department has a problem
with the way it's currently set up.
They're going to clear the property
and rearrange traffic." Alderman
Manuel Canales commented, 'This
street is used a lot. A lot of people
will be upset if it's closed down."
Escamilla warned, "This is a
problem waiting to happen."
Lopez suggested, "We need to
check with the owners of the
properties." A consensus was
reached that this suggestion be
implemented. Escamilla later stated,
"We're trying to abandon only a
small portion of the street."
Municipal Judge William Page
indicated, "There were $10,500 in
receipts for July, about half the
average but what we expected for
the summer months. The figure
should increase again in
September."
Page added, "The school support
will be the same, except for the
new high school location. We need
to focus on the new fifth grade
campus. I am working with Chief
Marquez on helping set up the Task
Force."
Escamilla indicated, "They should
start (construction) on Eisenhower

million to help with border areas
from San Diego to Brownsville."
He added, "The old system of
grants alone is over. We do an
assessment of utilities and evaluate
funds that are available. From this,
we come up with a financial plan.
A transition plan can make the
raising of rates more gradual, IF
this is even needed." Miramontcs
sttessed, "If depreciation is not
funded, the system is not operating
properly."
Judy Canales of the USDA Rural
Development agency stated, "We
are here to help Rio Grande City in
whatever they decide for their
future. We're here to work with you
in whatever way you think is best."
Bonnie Gonzalez of the Rio
Grande Valley Empowerment Zone
declared, "Being born and raised
here, I have a vested interest in
what goes on. I have some mixed
feelings. The concerns arc real, but
not insurmountable. The
Empowerment Zone is involved in
numerous programs across the
spectrum."
Gonzalez continued, "We're
concerned about moving this
community forward. You cannot do
that without having the proper
infrastructure. I have to commend
the city. You arc concerned about
moving yourselves forward. Let us
know what we can do to help you."
Mayor Baldemar Gar/a contended,
'There's no doubt in my mind that
this is the right thing." Bonnie
Gonzalez asked, "Where do we go
from here?"
Escamilla declared, "What I'm
told is that as long as the limits arc
cotcrminus, it will move forward.
This means that the area of service
is about the same. We're not saying
that a good job has not been done.
We're jast concerned about capacity
and volume and whether it's
adequate for the explosive growth.
We want to utilize the staff that's
in place. We will seek the highest
standards and the greatest possible
training."
Alderman Manuel Canales
stressed, "We need to know what
our citizens want. We need to let
the people know now what the
consequences will be. We need to
be in touch with the community. I
have concerns about how this was
