Coordinator Elisa Beas told the
commissioners, "There was a
workshop in Hebbronville for the
application that is due Sept. 26.
That application is for $800,000. It
could be in jeopardy if we don't
finish the current drainage project
(in the required time period)."
County Judge Eloy Vera later
indicated that the Sept. 26 deadline
refers to an application to the Texas
Department of Housing and
Community Affairs (TDHCA) for
countywide paving.
"We have a colonia application
that is due in November," noted
Beas. "Wc should be fine on that
project, which amounts to
$500,000."
Beas also reported that funding is
likely to be provided through the
Natural Resource Conservation
Service (NRCS) to rebuild several
watershed sites and small dams in
eastern Starr County. Vera later
stated, "NRCS agreed to construct
Watershed Site Number Two. That
project would be for $800,000.
That site is in very poor shape."
Beas emphasized, "We received
very good news on colonia paving.
They previously said it (the eligible
colonias) had to be (built) prior to
1989 and that it had to be platted.
Now the 1989 timeline doesn't
apply, and they say an
understandable (and clearly readable)
deed will suffice. I think we'll have
a very good round of allocations."
Judge Vera later explained that
this matter involves the $175
million in bonds approved by Texas
voters in November 2001 to
provide paving in and improve
access to border colonia areas.
On another matter, Precinct Two
Commissioner Raul "Roy" Pena,
Jr. commented, "We're having real
good results with the Tax Office in
Roma." Tax Assessor-Collector
Carmen A. Pena indicated, "Over
$45,000 was collected in real estate
alone (in one month)."
The commissioners took action
on the 2003 annually determined
contribution rate for the retirement
plan. Beas indicated that the present
rate will remain 7.13 in most cases.
Those electing to go with a 20-year
plan would have a rate of 7.17.
This would take effect in January
200.3.
Vera commented, "This gives
employees one more retirement
option." Beas stated. "Things
remain the same. There's just one
additional option."
The commissioners considered
several motions pertaining to health
and dental insurance, as well as life
insurance. Beas explained, "We
were approving (previously) the
Aetna health (insurance), as well as
life insurance. Since then we have
gotten favorable feedback from
High Mark for life insurance. This
would mean a savings of $10,000
for the county."
"We're still looking at self-
funding possibilities," she
continued. "Medical and dental
basically remain the same." The
commissioners approved motions
maintaining the same health and
dental coverage and approving the
new life insurance coverage from
High Mark. These actions come
into effect on July 1, 2002.
The commissioners approved
Change Order No. 2 for Drainage
Project No. 719799. Beas
explained, "This starts along the
railroad in Las Lomas and will be
connected to Tierra Linda."
The commissioners approved
action on the Self-Help contract
with the Community Action
Council of South Texas (CACST).
Beas indicated that the deadline was
"moved to June 30 to clear up
confusion." A motion approved by
the Commissioners Court several
weeks earlier had declared the date to
be May 31.
EglP authorized
in new farm bill
With passage of the 2002 Farm
Bill, farmers and ranchers now have
an opportunity to install needed
conservation practices on their
property with assistance from the
Environmental Quality Incentives
Program (EQIP).
EQIP was reauthorized when
President George W. Bush signed
the bill into law on May 13, 2002.
EQIP is part of the Conservation
Provisions section within the new
legislation. Although reauthorized,
EQIP has undergone a facelift to
simplify the administrative
concurrence process and improve
delivery of the program.
Producers who request EQIP
assistance will be able to use
program funds in the first year of
the conservation contract. Further,
the program increases total payment
amounts to $450,000 per individual
for the life of the new Farm Bill.
Changes also include elimination of
both the Geographic Priority Areas
(GPA's) and "bidding down"
process for cost share assistance.

conservation practices relative to
livestock production and eliminates
animal unit caps on large confined
livestock operations.
Of benefit to many producers is
the cost share incentive for defined
limited resource or beginning
farmers and ranchers. Qualified
producers may be eligible for up to
90 percent cost share for needed
conservation practices. Final rules
for qualified producers are pending.
USDA-Natural Resources
Conservation Service (NRCS) has
administrative and technical
responsibility for EQIP. According
to Tomas Dominguez, Acting State
Conservationist for NRCS in
Texas, "EQIP is a voluntary USDA
conservation program for farmers
and ranchers to treat soil, water, and
related natural resource concerns on
eligible land. Passage of the new
Farm Bill represents not only an
agency commitment to
conservation, but an opportunity
for landowners across Texas to
install needed conservation on their
lands."

contact their local representative for
NRCS located in their county
USDA Service Center.

period are being accepted through
June 28, 2002. Additional

Summer Youth
Choir registration
underway
The Caniare' Community Youth
Choir is scheduled to resume choir
practices and activities on July 9.
The group was dismissed for a
summer break after their last
performance in May.
Participation in the choir is
opened to boys and girls between
the ages of seven and 18 who have
a genuine interest in music and arc
willing to dedicate time and effort
toward the undertakings of the
