New degree at STC helps students
design own future in graphics
In today's 24/7 global
culture, graphic artists have
the fortunate opportunity to
combine pictures, drawings
and words to create a visual
feast telling the stories of our
lives. From helping a
company reach its investors,
to showcasing the newest
lipstick in a drug store, to
helping recruit volunteers to
spur a social movement,
graphic designers make our
visual world possible. And
South Texas College's new
Associate of Arts in Graphic
Arts can help students
prepare for an exciting
future with unlimited
possibilities.
Graphic design is the
process of combining text
and graphics to create print
and electronic forms of
visual information to
communicate an effective
message. Designers create
materials like brochures,
magazine covers, logos,
websites, CD covers and
graphics for video.
Professional designers
combine their passions for
art with computers.
"For such a young college
we have made some
exceptional and exciting
progress in our art programs,
and we are very excited to
offer this new associate's
degree in the fall," said
Phyllis Evans, chair of
STC's Visual Arts and
Music Program. "We now
have an impressive art
facility and students will be
able to use the latest
technology in our new state-
of-the-art computer graphics
lab, helping them gain
hands-on training they need
to work in this field.
"The wonderful thing is
that in this Internet age,
there is so much visual
media around us in our daily
lives that future career
options are endless. It's up
to the student to design their
own futures and there really
is a world of opportunities
out there in graphic art."
Not only will students
learn the latest techniques on
the best technology, they
will be able to get some real

life experience. As part of
the service learning
component of the graphic
arts curriculum, students will
take on professional design
work for local non-profit
organizations, allowing them
to add samples of their work
to their portfolios.
Oralia Delgado, who plans
to pursue a degree in graphic
arts, says that she is excited
about the opportunity to
learn the basics of design
and translate it to her future
career.
"I really enjoy graphic
design because I can use my
artistic abilities and
organizational skills to
create pieces of art that
convey a message to the
public," she says. "I am so
happy that STC is offering
this program now because it
will allow me to pursue my
passion and gain the skills I
need to have a successful
career as a graphic artist."
In addition to graphic arts,
students can also study
painting, ceramics,
sculpture, printmaking and
drawing at STC. For more

Library offering
storytimes
Rio Grande City Public
Library is offering
storytimes from 5:30 p.m.
6:30 p.m. every Tuesday and
Thursday.
The library urges parents
to join and let their child
open his/her minds to
reading and fun. Every book
opened gives them a chance
for fun and learning. Come

of Tax Revenue
Increase
The City of Rio Grande City conducted public
hearings on September 3, 2009 and September 9,
2009 on a proposal to increase the total tax rev-
enues of the City of Rio Grande City from prop-
erties on the tax roll in the preceding year by
18.77 percent.
The total tax revenue raised last year at last
year's tax rate of $0.292292 for each $100 of
taxable value was $990,656.
The total tax revenue proposed to be raised
this year at the proposed tax rate of $0.350000
for each $100 of taxable value, excluding tax
revenue to be raised from new property added to
the tax roll this year, is $1,175,473.
The total tax revenue proposed to be raised
this year at the proposed tax rate of $0.350000
for each $100 of taxable value, including tax
revenue to be raised from new property added to
the tax roll this year, is $1,232,682.
The City Commission of City of Rio Grande
City is scheduled to vote on the tax rate that will
result in that tax increase at a public meeting to
be held on September 23, 2009 at Rio Grande
City Hall located at 101 S. Washington St. in Rio
Grande City, TX at 12:00 pm.

General Ricardo Sanchez Elementary wishes their 2009 alumni an enjoyable transition into
their upcoming Mariachi endeavor. Our Mariachi Program has traditionally, motivated our
students to stay academically engaged by promoting: positive attitudes, enthusiasm, cultural

spiritual water most of all

What a blessing to have
rain! I have really enjoyed
the rain we had in Rio
Grande City this weekend!
Rain can bring such a great
change to oui lives, even in
small amounts. This rain
brought a renewed life to our
dry and parched land.
The trees are a little fuller
today and the grass is a little
greener. The crowd at Dairy
Queen seemed a little
happier today and more
people in our community are
smiling. I really believe that
even the dogs and cats in our
neighborhood are in a better
mood today because it
rained.
Yes, rain can make a huge
difference in our lives;
especially when it has been a
very long time since we have
experienced any of this life
giving moisture.
We experience drought in
our personal lives much
easier than we do in our
environment.
There are times when the
flow of living water into our
lives seems to slow to a
mere trickle or stop
altogether. We become dry
and the color of our life
fades from vibrant to dull.
We face many issues in
our life that seem to suck the
life right out of us. These
experiences leave us feeling
desolate and dehydrated and
feeling as brown as the dried
out grass in our backyards.
We are no strangers to
events that bring much heat
to bear upon us. We get
burnt by friends or loved
ones, experience a person
that makes our tempers boil
and, ever so often, we feel
like we're toast.
These events leave our
hearts drier than any desert
and our souls drier than sun
scorched stones.
In nature, we trust God to
bring the rain, maybe not
when we want it. but we
know that He will bring the
rain in His time.
But, how do we make it
rain on our heart? How does
our very soul get moisture?
Is there any way to bring
restoration and hope into a
life that is dried out from
years of persistent drought?
We need water that
penetrates deeper than mere
H20 could ever go: moisture
that penetrates not only our
skin but also the hardness of
our own hearts.
We need spiritual water
that can revive and
rejuvenate our spirit and
souls.
We need spiritual water for
our drought stricken life; we
need living water. We need
Jesus.
Hear His own words from
the book of John Chapter 4
as He ministers to a woman
who was no stranger to
drought and damage in her
life: "Jesus answered her,
"If you knew the gift of God,
and who it is that is saying to
you. 'Give me a drink,' you
would have asked him, and
he would have given you
living water." The woman
said to him, "Sir, you have
nothing to draw water with,
and the well is deep. Where
do you get that living water?
Are you greater than our
father Jacob? He gave us the
well and drank from it
himself, as did his sons and
his livestock." Jesus said to
her, "Everyone who drinks
of this water will be thirsty
again, but whoever drinks :>f
the water that I will give him
will never be thirsty forever.
The water that I will give
him will become in him a
spring of water w elling up to
eternal life." John 4:10-15

drink deeply of His Spirit
and His love and we will
find (he Living Water that
refreshes our lives forever.
This Living Water removes
our dryness, rejuvenates our
life and becomes a spring
flowing from us into the
lives of those around us.
Are you in a personal
drought? Drink in Jesus
Christ and experience your
life rejuvenating and making
a huge difference in the
world around you.
Remember that God loves
you! And so do I.
