Tt is true that during the four years of Mayor Kelly's admin-
istration the city has prospered. Its debts have been paJd. Ita
afreets paved its waterworks system made a success its fire de-
partment made the best in the state its tax rate made the lowest
in the state among tha progressive cities Its lnsuranoe key rata
the lowest In the state ita police department vaatly improved a
free garbage collection nyatem j installed a deep sewer three feet
in diameter and two and a half miles long laid the health of
the city guarded the debt of the school syatem paid the efficiency
of the aChoola Improved the lighting of tha city extended until
it is the best lighted city in Texas there being about 400 electric aro
lights paid for by the city. The only institution criticised is the
garbage disposal plant and the severest and only intelligent
criticism of It that has been made was in the auit of the city
against the people who built it and the sureties on their bonds.
Mr. I-j0a aaya that all of the departments of the city are
Inefficient. Nr. Lea is a lawyer and a good one yet the only time
he ever came In contact with the city's legal department during
the past two years was in case 101 in the District court and air.

partments. HI Paso has the moat stringent ordinance against Impure milk
that you will find In the United Statea It was passed during
the past two years. It is being enforced. The violators of It
are fighting Mayor Knlly'a administration.

During Mayor Kelly's administration there has never been
a scandal when a man waa found to be dishonest he waa dis-
missed and an honest man put in his place. . 's

The opposition to Kelly has been one of malice and hate
Dirty questions bave been asked vile insinuations made all with-
out warrant or excuse. So deep has been the date that thousands
of dollars of newspaper apace waa .purcha-sed to tell people that
Bl Paso was a hot bed of smallpox and other disease. Jts a
result visitors have been driven away and business men and wage
earners have suffered. False accusationa againat your Mayor
hava been freely circulated and slanderous tongues have bean
busy. Speakers from oOier parts of the county have been used to
Increase tha circulation of slander.
Even a district Judge has gone nbout from one little
precinct to another denouncing your Mayor as "yellow" and aa
a "coward at heart." Yet you who know him know that In
thirty years he fought a brave fight against poverty and 111 health
and by honest effort overcame both that he Is the head of a
home the senor partner in a prosperous and reputable business
a public spirited citlxen. a man whose integrity Is above reproach.
Isn't It time to put an end to this campaign of calumny and
abuse and to rebuke the candidates who aeek to profit by if

We do not desire to criticise Mr. La. He is simply Inex-
parianeed in business and without knowledge of municipal

young and Inexperienced for so heavy a task. When his Judgment
