AMERICAN COVEBNMKVr
GREATLY DIBTt RttFO).
By Associated Press.
Washington Feb. IS. The American gov
ernment is much disturbed ovar tbe revo-
lutionary outbreak In Cuba but while It
stands ready to take any steps which may
be necessary to protect Its Interests there
no apparent preparations have been made
so far for active intervention of any sort.
Tonight neither the rtato department nor
the Cuban legation bad received any In
to mutton to clarify further the situation
described In presa dispatches. The de
partment ii watching developments anx-
iously but officials sun bope the Cubans
will work out for themselves a satisfactory
solution. '
The announcement In Havana today that
tbe United States bad offered the Cuban
government live thousand rifles tad t
quantity of ammunition was taken hare to
refer to negotiations which have been in
progress for several months for purchase
or munitions through the war department.
Aiding ia Rifle Purchase.
It Is understood that Cuban officials asked
the department to act for them In semiring
10000 rirles Ilka those used by the United
States army and that about a month ago
tbe department consented to- do what it
could to aid the Island government In buy-
ing hair that number.
Tha transaction it is said ban is entirely
t commercial one and has no connection
with the present political situation. Tha
Cuban army already has largo quantities or
American rifles purchased in the same way
in past years.
Tbe surprise with which officials received
tbe first reporta of an outbreak In Cuba
ta giving placo te speculation as to what
un revealed influences may be behind the
revolution. In some diplomatic quarters
there It a teller mat strong rorelgn pres-
sure has been felt In the island republic and

Sayings of the Owl
"You can often hear a good deal of talk
about (ubstitution. We have opinions of
our own on the rabject If a cintomer
cornea in and asks for a definite trade-
marked product we sell it to him if we
have it in stock. Of course we may be
out of that particular thing at the time
a store can't keep everything but if so
we let the customer know. We never aell
goods of one brand to a customer when
he has asked for another brand without
telling him about it.
'The statement that one manufacturer's
goods are 'just as good' has caused a great
deal of comment by manufacturers and
jobbers who seem to claim that the retail
business is responsible for all the evils that
are connected with the practice of sub-
stitution. We simply play lair with the
public and refuse to sell a pig in a poke
to anyone.''
