The faculty and staff also received extensive training in
"thinking outside the box" by participating in the DuPont
Organizational Process, the ideas of Covey, Glasser, Le-
vering, Peters, Whitaker and Moses, as well as instruction
from many of the professors at Tarleton State University.
Texas Governor Ann Richards has called for the creation
of.individually chartered schools and the granting of au-
tonomy, campus by campus. George W. Bush, the Repub-
lican candidate for governor, has proposed that local
schools declare their independence from state control and
become "home-rule districts".
Keene is ready for either plan.
So long as the school board and its superintendent will
support, guide, and uplift with their background and en-
couragement; so long as the school personnel and parents
will be open and honest in planning and working togetherfor student success; so long as the principal is free to be the
instructional leader, the plan will succeed.
In many respects, the faculty, administration, students, and
parents are like the Chinese Handcuffs.... the more pressure
exerted to pull them apart, the more tightly they cling to
each other. Storm clouds of uncertainty, budget cuts, and
change will strengthen the unit to pull together more tightly
to make the campus a center for student success where the
students will meet the school's goal, where student will be
"self-confident individuals capable of making decisions
and functioning effectively in future endeavors."
Those involved with the Keene project feel they have just
begun. They want to develop leadership training for all
staff members, increase the use of technology in instruc-
tion, and put students in pathways to future careers before
leaving the school. They feel they can best do this through
School-Based, Site-Based Decision-Making and affilia-
tion with ESP.ll who have mediated on the art of governing
mankind have been convinced that the fate of
empires depends on the education of youth.
