Consultant Contract Award
Contractor. The Office of the State Auditor announces
that the firm of Price Waterhouse has been awarded a
contract, under the provisions of Texas Civil Statutes,
Article 6252-11c, and the Texas Education Code, 11.913,
to conduct a comprehensive performance audit of the
Texas Central Education Agency (CEA). The business
address of Price Waterhouse is 1801 K Street, Northwest,
Washington, D.C. 2006.
Publication Date. The consultant proposal request was
published in the February 2, 1990, issue of the Texas
Register (15 TexReg 603).
Description of Services. The performance audit will
provide a comprehensive analysis of the management pro-
cesses and operating systems of the CEA. The objectives
of the performance audit include: to review and analyze
the organization and operations of the CEA; to determine
the adequacy and appropriateness of the current functions
and administrative structure of the CEA; to identify barri-
ers to the efficient and effective management of the CEA;
to evaluate the adequacy and appropriateness of current
methods used by the CEA to assess the effectiveness and
efficiency of the public school system; and where advis-
able, recommend improvements in the CEA's current
functions, management process, and organizational struc-
ture to ensure that the educational goals set forth by the
legislature and the board of education are achieved in an
effective and efficient manner.Contract Amount. The maximum obligation as specified
by contract for the performance audit shall not exceed
$367,590.
Contract Period. The period of performance as specified
by contract is May 1, 1990-October 15, 1990.
Due Date for Report. Price Waterhouse shall provide its
final report on the performance audit by October 15, 1990.

Clinical Health Services
Department rules (25 TAC 1.19(b)) relating to fees for
clinical health services provide that the commissioner of
health may adjust the income guidelines upon which the
fees are based in order that they will conform to changes
in federal guidelines. The federal guidelines were changed
on February 15, 1990, when the Secretary of Health and
Human Services issued in 1990 poverty income guidelines
for all states, except Alaska and Hawaii and the District of
Columbia in Volume 55, Number 33, Federal Register,
pages 5664-5666, February 16, 1990. Under authority of
191(b), and in accordance with the federal changes, the
commissioner on April 11, 1990, approved the following
