General VV. L. Cabell, tells in a
terse way something about war when
he says "it will be no picnic." He
thinks war is unavoidahe. Said he:
"It wouldn't surprise me in the least
if the war lasts until 1900. The
Spaniards will light, and they have
but little to lose and a great deal to
gain. When the last war came on,
mauy of our folks thought one south-
ern man could whip a dozen yankees,
and up north they thought they
would conquer the south iu three
months. Both sides got fooled. Some
of our folks arc talking of whipping
Upain before breakfast. Well, they
will get fooled, too. There will be
millions of dollars spent aud hun-
hreds of lives lost before the tlag of
Spain disappears from this contin-

to Ask for the Men.
Washington, I). C., April 221.—
The president has issued a proclama-
tion calling for 125,<KH) volunteers,
to serve for two years unless sooner
discharged.
Washington, I). C. April 23.—
The president to-day issued the fol-
lowing proclamation calling for 125,•
000 volunteers to serve two years:
"By the president of the United
States—A proclamation :
"Whereas, by an act of Congress,
entitled an act to provide for the in-
creasing of the military establish-
ment of the United States in time of
war and for other purposes,' ap-
proved April 2JI, lmw, the president
is authorized to raise a volunteer
army to issue his proclamation call-
ing for volunteers to serve in the
Uoited States.
"Now, therefore, I, William Mc-
Kiuley, president of the United
States., by virtue of the power vested
in me by the constitution and laws,
and deeming sutticient occasion to
exist, have thought fit to call for,
and do hereby call for volunteers to
aggregate the number of 125,000, in
order to carry iuto effect the purpose
of said resolution, the same to be ap-
portioned, as far as practicable,
among the several stales and terri-
tories aud the District of Columbia,
according to population, and to serve
for two years, unless Booner dis-
charged. Details for this object will
be immediately communicated to the
proper authorities through the war
department.

unto set my hand and caused the
seal of the United States to be allix-
ed. Done at Washington this 23d

SAYERS WILL BE GOVERNOR,
A Maryland judge, according to
the Providence Journal, has decided
that a town ordinance, prohibiting
the riding of wheels on sidewalks
when the streets are impassable, is
not efioctive. Alio ritler who was
arretted turned on the sidewalk to
avoid an exceptionally bad place in
the roadway, and, although he rode
a distance of only 2."> feet on forbid-
den ground, a warrant was issued.
The evidence showed that a wheel
could not be pushed through the
mud hole, and the court, in dismiss
ing the case, ruled that under such
conditions rideTS and drivers were
justified iu trespassing on private
property. It is possible that the
higher courts way not sustain so lib-
eral a ruling, hut it* reversal will not
deprive the judge of the lower court
of his reputation for commou sense.

among both whites and blacks, and
especially among the lower classes,

a slinging rebuke to this kind >f
campaiging and we believe that it
will prove intolerable to the demo-
cracy of Texas. If Richard P. Bland
and James S. Hogg are to be believ-
ed, an honorable gentleman is being
maligned. Such methods are un-
worthy of a place in any campaign,
much less one of friendly contest
