'AMERICA'S MISSION.'
The following spcach made by
lion. George Burgess in Con-
grc*f> this we«*k isinterhsing and
appiopi'Kte to conditions and
circi instances now confronting
our (ountry, and we know that
every loyal American will enjoy
the right metal that sounds
through out its eloquence and
eaanest patriotism:
Mr. BURGESS. Mr. Speaker,
T am first a Texan, second an
American, and third a Democrat
1 am a democrat because 1 be-
lieve the fundamental principle
of Democracy conduce to make
me a better American and a bet-
ter Texan. I do not intend to
discuss my Democricy or the
glories of the State that gave
me birth, but 1 wish for a brief
time to discuss America. 1 am
proud that I am an American. I
believe profoundly that it was not
an accident that Chrisopher Col-
umbus discovered America. I
belief he was guided by Omni-
potence, whosaw that conditions
in the Old World demanded the
opetiir. g of a new breeding ground
to which might the best of ull the
countries of the Old World and
found here a new country; dedi
cated to liberty in its widest
sense and sustained by a vigorous
race of people produced under
environment peculiarly susceqti-
ole to the production of bhe best
.•ace of people the world has ever
known. 1 believe profoundly that
step by step the hand of God
lias guided in this thing, and
that here a people has raised cap-
able influencing and that has
influenced the course of liberty
all over the world. That here a
Goveruient has been founded de
dicated to that widest principle
of liberty the consent of the
governed and that, in the words
of the concent of the governed,
and that, in the words of the
immortal Lincoln, "It shall not
perish from the earth." [Ap-
plause.)
If I speak of Japan, instantly
there comes to mind the mar-
. Ions progress in recent years
of this remarkable people, their
tdaptibility to the best every
where; but at last one must
chink o" a blood that make
the Japanese. Ifl say England,
U once there will rise to mind
In- wounderful history of this
.voiiderrnl people. One must
chink of their literature and of
their iv igion, that have so much
•nricheil us; hut at last I think
of a language ana a blood that
make the Englishman. If I say
France, in m.\ minds eye 1 re-
view their wounderful history,
and the shadow of the Great
Napoleon f ills across the chan-
nel of ones thoughts, and 1 think
of their thrif*. of the Code Na-
poleon of tin; Bank of France;
but at last one must think of a
language and a blood that make
the Frenchman. If I say Ger
many, tii 're comes to mind the
valley of the Rhine, the music of
the master, the science, indus
try and progress that has char-
acterized this great people; but
at last we must think of a lnngu
ige and a blood that make the
German. If I say Russia, there
comes rushing into one's mind
the great extent of this country,
the slow progress that it has
made and the mighty struggle
palters of the country, as well
as to writers and sjxsikers, that
ought to be extremely careful
in this Euro|M'an situation to ut
tor no word, and, if possible,
think 110 thought, which is con
trary to or iuqierils this mission
of Am. riea. [Applause)

last I think of a language and a
blood that snake the Russian; and
so on through the category of
nations. In most of these cases
there also comes to mind the
evils of kings and emperors and
the tyrannies of Sate religion,
and tin' objections to classes in
society. But when I say America
tdl this changes in a moment,
Our language is hut an incident
of our development, and our
blood is the most commingled in
the world. Here we know no
kings nor emperors. We know
no State religion, nor does this
Goveruient organize any ciasses
!n society. It is founded upon the
individual unity of society—the
man.
I Now, I hae said all shis briefly
for the purpose of calling atten-
tion to the deplorable of «ar
which exists in Europe, and to iji'jo.nouiV.
the duty of citizenship of Amer-
ica to Jmain a n their proud posi-
tion. It is but natural that one
should sympathize .with this or
that country from which they
came, and to which many ties
bind then. This is but the call of
the blood. I find myself vacillat
ing continually between sympa-
thy for England and sympanthy
for Germany. It is with mo the
call of the blood, for my ancestors
came from this country. But I
want every American to know
that this is America, "the land
of the free and the home of the
brave," the favored Nation of
God, and I believe destined tokee]
burning brightly the lamp ol
] liberty.
