OUR NEWSBOYS
Last night a newsboy stood
at the door of the Herald
office and looked out at the
flying snow driven by the
wind from the north. He tuck-
ed his papers securely into
his bag, drew his coat collar
more closely about his r.eck
and stepped out into the gale.
At each customer's home or
place of business a numbed
hand left a paper which a
family had been looking for.
In another home a pamp- j
ered child sits insolently
munching on a bar of choco-
late candy. He has fussed
at his mother since he left
school and quarrelled with his
sister. When the boy comes
with the paper, he let his
mother go out on the front
porch to bring it in. He is use-
less adornment in the home
and is being reared to be-
lieve there is no hardships
in the world.
Some day in life a newsboy
will meet a proposition which
requires thought, physical
strength and stamina. He will
want to quit, perhaps, as he
wanted to stay by the tire
yesterday afternoon, but he
will go on and in all proba-
bility he will win out. The
pampered boy, who has been
lead to believe there is noth-
ing but pleasure in life, will
look in all probability, his
problem in the face and de-
cide it is hardly worth while.
The boy who is built of
stamina to leave his play on
a cold afternoon to serve those

The commission has declared
chaoB and near civil war might re-

which the act attempted to vest in
them.
Mr. Pollard and Mr. Trueheart
sum up their contention with the
following language: "The gist of
our first proposition is that the dis-|
position provided for by this pur-1
ported law is, in effect, a gift of|
either fifteen-sixteenths or at leaf* i
one-sixteenth, interest in the state1.'',

soil or surface, and the gist of our!
second proposition is that the con-1
sideration, if any, in such disponi-|
tion is that the services of the sur-
face owner in making mineral lease.
The gravaman of our third conten-
tion is that tis act creates an agency
with respect to an essentially legis-
lative function delegating legislative|
power."
Cases of second importance, in!
which tlie university chiefly is con-'

PACKING HOUSE MARKET
A MEAT MARKET COMPLETE. A FEW OF THE MANY WAYS YOU CAN SAVE
BY TRADING AT THE K. C. MARKET, SATURDAY SPECIALS
For decades it has been the
boast of Britain that it is the
nearest thing to an absolute-
ly free trade nation on earth.
The United State, France,
Germany, other countries
might seek their commercial
safety behind a protective tar-
iff wall, but the Briton needed
no such stimulus to trade.
Several years ago Premier
Baldwin went to the country
on something like a protective I
larifT platform and was sound-
ly beaten. Hut there are var-
ious ways of whipping the dev-
il around the stump and the
British know all the ways.
They have a very neat bill !
known as the safeguarding of |
industries act. Under this the ;
government and not Parlia-I
rnent can, when it chooses, set
up a little protective tariff
wall to protect a specific in-
dustry which needs safeguard-
ing.
Thus one by one various
industries have been cared for
by the present Tory govern-
ment. until Britain can no lon-
ger be claimed as a free trade]
country.
This was sharply brought to ;
mind the other day when
some of the manufacturers of j
Belfast asked the government |
to grant them a traiff on all
imported handkerchiefs and
household goods .whether
made of linen, cotton, jute or
hemp. They pointed out that
the imports of these things
were only $2,500,000 in 1921,
whereas in 1927 they were
nearly five times that amount.
