FEDERAL ROLE INCREASES —
Federal government has become a
virtual dictator over management
of Texas Employment Commis
sion's operation of unemployment
compensation and job piaccment
programs, a new Texas Research
League study maintains.
Bureau of Employment Security
of U. S. Department of Labor has
tightened controls over expendi-
tures, administration and program
leadership, study reports.
The federal-state partnership
which congress intended to pre-
vail .. has deterioated to the point STRAYED — One Jersey cow with
where the federal agency tends to
dictate the details of day-to-day
management," says the League.
A reai federai-state partnership
concept can be restored, the study
observes, only if congress*. (1) re-
stores to states responsibility for
allocating earmarked administra-
tive funds on a workable formula
and (2' provides for judicial re-
view of issues between a state and
federal agency.
