Dear Fellow Texan:
Death on the highway has be-
come a tragic everyday occur-
rence in America. Labor Day
week-end', for instance, saw 624
people die on our roads in this
country—an atl-time high. Some-
thing must be done to hait this
destruction of life and property
on the highways.
This is why I gave my whole-
hearted support to the National
Traffic Safety Bit! (S. 3005) re-
cently passed by the Senate.
This bill comes 40 years and a
million deaths too late, but it

traffic safety in the years ahead.

federal traffic safety problem.
This bill sets up a research cen-
ter to dig into the reasons for
traffic accidents—the research
would cover unsafe drivers, un-
safe vehicles, unsafe engineering
of highways and the way high-
way signs and signals aremark-
ed and used. An important part
of the bit! would set up or ex-
pand State traffic safety pro-
grams, in the fields of inspect-
ing cars, educating and qualify-
ing drivers, building the safest
roads possible and ending the
confusion of different laws and
highway signals in our 50 states.
Properly marked highway
signs are a must if we are to
lower the accident rate, now es-
timated at 12 million a year. If
there are poorly-marked traffic
signs in your area, tell your
State, City or County officials
about them.
Another major part of the bill
requires the Secretary of Com-
merce to set up safety standards
for cars and trucks. And it re-
quires a "fair warning" by the
maker of a vehicle to its owner
if a safety defect is discovered.
It is amazing that these safety
standards have been so long over
looked. Forty years ago there
were 23,000 traffic deaths each
year. Since the turn of the cen-
tury, the loss of lives in automo-
bile accidents has mounted up
until it now numbers 1.6 million
—more than all the combat
deaths our Nation has suffered
in ail of its wars.
This year, the death toll on our
highways will be 50,000. This is
more than the entire populaiton
of the City of Denton, according
to the 1960 census. The number
of people who will be injureo in
such accidents this year is five
million—almost equai to half the
entire population of the State of
Texas.
These arc grim figures. And
we have ample cause to be out-
raged over such neetiiess deaths.
It is a sad thing to know that in
five years of 196! through 19C5.
we lost more than five times as
many servicemen in automobiie
accidents in this country than
we did to enemy action!!) Viet
Nam. There were 6.910 service-
men killed in that time in pri-
vate car smashups in America
while there were only 1,365
servicemen lost in the Virt Nam
war.
These facts show the need for
legislation to stop this siaughtcr
by automobile. I am glad that 1
co-sponsored S. 1251 in the first
session of the 89th Congress—a
bill to set up safety features for
ail motor vehicles and I was
proud to be a eo-sponsorof
amendments to this basic auto
safety bill in this session.
