The Edward Abraham Memorial Home had good news recently when the
facility received a 100-percent deficiency-free health code survey/inspection
from the Texas Department of Aging and Disability Services.
EAMH Administrator Catherine Moore said the three-person Regula-
tory Services Division Survey Team arrived at 7 p.m. on July 25 and depart-
ed on the 27th. Surveys are performed annually without notice and are done
statewide. "I am delighted," Moore said. "It means we don't have to make any
changes."
Moore has been in nursing home administration for 10 years, four of those
in Canadian, and said this is only the second time her facility has achieved the
rating. The first one occurred when she was at the Dumas Memorial Nursing
Home. She estimates that only 1 to 2 percent of nursing homes do so.
"I think it is noteworthy," she said, "and it also means that our residents
are well cared for. I credit our volunteers. Last year they volunteered more
than 2,000 hours. We have a well-run home with an excellent activity program
and good food and nursing care."
EAMH did not comply under the life safety code portion of the survey. Ac-
cording to Moore, a pull station for the fire safety system had been disabled
because of a malfunction and was in the process of being replaced when the
inspection occurred.
The health code survey involves interviews with the facility administra-
tion, caregivers, and residents, as well as a review of the paperwork. Subjects
covered are resident rights, quality of life, quality of care, resident assess-
ment, nursing services, dietary services, infection control and administra-
tion, among others.
Don Rogers, Public Information Officer for the Department of Aging Dis-
ability Services, said that the recognition for EAMH is well-deserved. "It is
certainly to be admired. It's a feather in their cap to achieve that and shows
they have gone over and above [requirements] in what's provided."
Moore reported that EAMH hosted asteak dinner lastweek incelebration
of the rating. "We purchased steaks for the whole staff and we cooked them
ourselves."

On Tax Increase
Last year, the Hemphill County Hospital District
property tax rate was $ 0.145234. That rate raised
$ 1,545,170.05, a portion of which was used to
fund operations such as: Daily Operations.
This year, Hemphill County Hospital District is
proposing a property tax rate of $ 0.115813. That
rate would raise $ 1,668,766.31, which is
$ 123,596.26 more than taxes imposed last year.
There will be two public hearings to consider that
increase. The first public hearing will be held on
August 25, 2005 at 5:00 p.m. at 1020 South Fourth
St.. The second hearing will be held on August
29, 2005 at 5:00 p.m. at 1020 South Fourth St..
You have a right to attend the hearings and make
comments. You are encouraged to attend and
make comments if you wish.
