Landowner education course offered
The Hemphill County Extension Office will offer a program entitled "Problems Facing
Rural Texas Landowners" on Thursday, August 25, at the County Exhibition Center. The
training will begin with registration at 11:30 and a noon lunch. Speakers will address the
problems of population changes, out-migration, aging, current land usage, and urban miscon-
ceptions of rural Texas. Solutions presented will include overcoming economic pitfalls, uti-
lizing existing government programs, changing the rural image, maintaining awareness of
political agendas and getting the most from natural resources. Those wishing to participate
should RSVP by August 18. Two general CEUs will be offered for pesticide applicators. #32
Beef quality training set in Floyd County
South Plains producers can complete the latest beef quality assurance training August
13 at the Floyd County Unity Center located 4 miles north of Floydada on U.S. Highway 70.
The training is offered in two sessions, Level I (focusing on quality assurance principles, mar-
keting, etc.) and Level II (a detailed explanation of requirements for certification as a Texas
Quality Beef Producer). The training is free. Registration will begin at 7:30 a.m. Level I will
run from 8 a.m.-3 p.m. Lunch will be served, followed by Level II training from3-5 p.m. Par-
ticipants ean also qualify to earn three continuing education units for their private applica-
tor's licenses. Reservations should by made by August 24 by calling J.D. Ragland at the Texas
Cooperative Extension office in Floyd County at (806)983-4912. #33
Emergency farm loan applications
being accepted at FSA offices
Applications for emergency farm loans for
losses are being accepted at the Farm Service
Agency (FSA) offices.
Fifty-eight Oklahoma counties were desig-
nated as aprimary disaster area due to damages
and losses eaused by drought, extreme heat, and
high winds that occurred from January 1,2005
and continuing. Also eligible in Texas under the
same weather condition because they are con-
tiguous are the counties of Bowie, Clay, Colling-
sworth, Cooke, Fannin, Grayson, Hemphill, La-
mar, Lipscomb, Montague, Red River, Wheeler,
Wichita and Wilbarger all in Texas,
Farmers may be eligible for loans ofup to 100
percent of their actual losses or the operating
loan needed to continue the agricultural busi-
ness, whichever is less. For farmers unable to
obtain credit from private commercial lenders,
the interest rate is 3.75 percent.
As a general rule, a farmer must have suf-
fered at least a 30 percent loss of production due
to the disaster to be eligible for an FSA emer-
gency loan. Farmers participating in the Feder-
al Crop Insurance program will have to consider
proceeds from those programs in determining
their loss. FSA will consider each loan applica-
tion on its own merits, taking into account the
extent of losses, security available and repay-
ment ability.
Applications for loans under these emergen-
cy designations will be accepted until March 27,
2006 but farmers should apply as soon as pos-
sible.
