J. AbbaticChiu Jr., Special Agent
in Charge of the Houston office,
said today.
All agents of the FBI. he said,
must be qualified to handle six
different kinds of ijuns before
they graduate from the Bureau's

capable of using them under all
sorts of conditions. They have to
learn to . shoot their revolvers

enough so that- they will not be

their machine guns from a sta-

j To insure each agent's effici-

m TT RECOMMENDATION by New York's Mayor Fiorello H.
L*r .dia of the death penalty for meat black marketing may land
I - ardla in a federal adminlatratlv* post, it la reported In Wash-
on.
✓igorou personalities are recognized aa essential to adequate
handling of today's national war situations and one such personality
Manhattan's "Little FlowSr" certainly la possessed of, if anybody Is.
There la talk to the effect that he la largely wasted in dealing
with such little municipal problems as those of a burg like Gotham.
Then along came his testimony aa a witness before a committee
investigating black market conditions. They certainly are a local
sanitary issue in a congested spot of Manhattan's
proportions.
If they involve a diseased meat dissemination of
disease and death, Fiorello is very properly deeply
concerned with them. His death-sentence suggestion,
thoug)>,~ struck the investigating committee with
something of a Jolt. Licensing of dealers, with license revocations
and fines or prison terms for violations, have been urged. But the
firing squad ? It took Fiorello to think that up.
Yet the shock was not an unfavorable one for Manhattan Isle
mayor.
It marked him aa an Individual who haa "pep" and Initiative.
Then along came Gov. Thomas E. Dewey of the Empire State, with
his signature on a bill providing for its premier city. In the event
of Its current mayor's abandonment of civil duty for military
service. That particular transformation will not occur, of course;
Fiorello is too valuable on the home front to be apared for duty
anywhere else. -
Nevertheless, LaGuardta obviously is being speculated upon.
There are plenty of differences of -opinion in official Washington.
Director Leon Henderaon of the Office of Price Administration
had them with rival set-ups. He was pretty hard-boiled, too, but the
opposition got his goat and he had to retire. Fiorello is harder-
boiled than that.
I have mentioned the Office of Price Administration from which
Leon Henderson was crowded out as director. OPA's new manage-
ment is wobbly, too.
LaGuardia should be- able to boss It, in opposition to anybody.
Opposition Jiy other bureaus Is what queered Leon.
The OPA haa been accused of bungling. Leon may have made
mistakes, but he did not bungle. His trouble was that he was In-
terfered with. Fiorello Is not the kind of individual who'd tolerate
interference. Not for a minute!
Meat regulations haa been one of our chief complications lately.
General Counsel William LaRoe of the Independent Packers"
Association, notably has blamed OPA (our meat regulators) for it.
Whether or not he is right may be questionable,
but Leon Henderson was not able to settle the mat-
ter. Fiorello LaGuardia is tough enough to termi-
nate it His motto Is, "Don't merely watch the
situation; SETTLE It!"
A metropolitan New Yorker, LaGuardia Is pro-
labor and pro-agriculture. He is in line with big business and in-
dustry, within reason. He is with their" workers and with the
farmers. He really is a remarkable all-around economist. I knew
that guy when he was In congress. He truly Is an all-around publle
servant. ',
He will never be president, because he's too recently of "old
country" ancestry. By parentage he Is Italian.
But If there was an Ideal man for the present situation—he la
LaGuardia.
