« (Editor's note: The Constitution of the Rice Institute Student
Association, which will become the subject for much debate in the
spring when the Student Council proposes the amendments it is
now considering, is published here for the benefit of students who
may wish to study it bofore the elections. As a ready method
of reference, copies of this issue containing the constitution will
be kept In the publications office in the basement of the Admin
istration Building ut all times. Copies are also available in the
Institute library).
Article I—Name
The name of this Association shall be the Student Association
of the Rice institute.
Article II—Purpose
The purpose of the Association shall be to unite the student
body of the Rice Institute, to organize and systematize intercol
iegiate and interclass relations and class customs and privileges,
and to direct such matters pertaining to the best interests of Rice
Institute as come within the province of the student body.
Article III-~-Membership
All students of the Rice Institute shall be members of this
Association.
Article IV'—Organization
Section t. The officers of the Association shall consist of a
President, a Vice-President, a Secretary, and a Treasurer. There
shall be such standing committees as may be necessary, an Honor
Council, a Women's Council, and a governing body known as the
Student Council of the Rice Institute. The officers of the Assoc-
iation shall be the officers of the Council. The President, Vice-
President, and Treasurer of the Association and Council shall be
elected by the entire Association. The Secretary of the Association
and Council shall be elected by the Council from its own body.
Section 2. The Student Council shall be composed of 14 mem-
bers: a President, a Vice-President, a Treasurer, a Member-at-
Large. 4 representatives of the Senior class, ;$ representatives of
the Junior Class, 2 representatives of the Sophomore Class, and 1
representative of the Freshman Class. Members of the Council
shall serve one year with the privilege of re-election.
Section There shall be an Honor Council whose duty it
shall be to investigate and try all violations of student honor. The
Honor Council shall be an integral part of the Student Association
and shall operate under its own Constitution.
Section 4. There shall be a Women's Council which shall act
only on matters pertaining solely to the Women's interests. The
Women's Council shall be an integral part of the Association and
shall operate under its own Constitution. Decisions of the Women's
Council shall not conflict with the rules of the Student Council.
Section 5. A. The President of the Student Association shall
be a Senior. He shall preside at all meetings of the Association, at
all college* mass meetings, and at all meetings of the Student
Council. In his absence or incapacity, the Vice-President, who shall
be either a .Junior or a Senior, shall assume the [lowers and duties
of the President.
Section 5. B The Secretary shall keep a true roll of the
membership of the Association, complete minutes of all meetings
of the Association, all college mass meetings, anil all meetings of
the Student Council. He shall attend to the correspondence of the
Association and the Council, and shall perform siich other duties
as are performed by the Secretary of such a body.

Section 5. C. The Treasurer of the Association, who shall be
either a Junior or a Senior, shall keep all its moneys and shall pay
out same only on order of the Council. On or before the second
Monday of each term of each year, he shall present to the Student
Council for auditing and publication an Itemized account of the re-
ceipts and disbursements made by him on behalf of the Student
Association, and he shall tender a similar account at the end of
the academic year and ol" his term of office. The Treasurer shall
furnish a surety bond of $1000,00 within thirty days of the time
he assumes his duties. The premium of this bond shall be borne. H |

Section 5. K. As soon as possible after its organization, the
Student Council shall appoint a Vacuity Ad-
viser, who may meet with the Council and who
shall assist and advise the Council when pos-
sible; but who shall have no vote.

Section 1. A. Any officer or member of the Student Council.
Honor Council, or Women's Council, any editor, assistant, editor,
business manager, or assistant business manager of any college

conduct in office. The Student Council shall have sole power of
