An unknown white man was

ereping, entirely undressed and
in a very critical condition, about
one and a half miles from towu.
He was brought near here and
placed in a negro cabin, and died
the same night, and buried yester-
day.
The city authorities, I under-
stand, would not aUow him to be
brought inside the city limits, as
he was senseless and they did not
know and could not find out from
whence he came.
The weather is clear, cool and
calm at this time.
Business has opened ftp consid-
erably since my last telegram, and
aH dread of yellow fever has
blown over. We are still Jin
want of transportation sufficient
to cany off the immense
amount of cotton for shipment.
Trains are running regularly on
our road. At present our town is
quite healthy. The quarantine at
this place ia mollified so as to per-
mit passengers to go to Waco and
return, and also to go to Bremond,
but not to return. >

Despite the stringency of the
money market, the poor crops in
the portions of the country from
which most of our patronage is
drawn, and the general despon-
dency that prevails, we have com-
menced tiie session with a larger
number of pupils than were ever
in attendance before during the
r first week. We confidently ex-
pect* from one hundred and sixty
to one hundred and seventy-five
matriculates during the scholastic
.year. We have a large number
of young preachers present, and
our prospects for usefulness were
never brighter. The health of
Greensboro is very good, and we
eater upon our work full of hope
and zeal"

dispatch from Central Asia brings
intelligence of frightful scenes in
Kehera, upon the evacuation of
iapitol, Khaate, by the Bus-
troops, under Gen. Kaufman.
TheYonmels revolted and plunder-
ed the town, writer which they de-
stroyed it. In addition to these
excesses the Usfeck slaughtered
sixteen hundred persons, who were
emancipated'from slavery. The
Kahn has sent to General Kauf-
man asking assistance to enable
him to restore order, but it is not
known what answer was made to
the application.

report of the transportation Com-
mittee,. which was submitted, and
propositions made: f
1st. That Congress may, pre-
vent any unjust State restrictions
upon the interest of State com-
rnesce, aad that the protection of
the people of the States be seeuml
by legislation and the courts.
2d. The rejection of the im-
provement of the Gulf and St.
Lawrence canals by the Canada
and New York canals, and favor-
ing the Mississippi River im-

double track railways from East
to West, and the questions ger-
main to the Executive Council
for future consideration.

a substitute for the 1st resolution,
declaring that States have the

vored Congressional regulation of

tralization of the powers of the
Government. Favored Halton's

Messrs. Lindsey and Wooley, of
Cincinnati, and Allen, of Phila-
delphia, and Crocker, of Boston,
favored the amendment report.
Mr. Wright, of Chicago, offered
a resolution that the question of
transportation be left to the
General Government and legis-
lature*, to be governed by the
same general laws governing
other industries, and that it
should not be the pohcy of the
General Government to assume
the business of the people either
in transportation by rail or water
and in the construction of such
routes, kid also recommending
the Legislature to protect the
people against wrongs inflicted by
common carriers.

The debate having involved to
some extent,the question of States
rights, the report was amended to
ask Congress to exercise such
power as the constitution author-
izes for regulating internal State
commerce. The vote on the first
proposition was veas 26, nays 16.
The defeated side wanted a two-
thirds vote. The second and third
propositions were unanimously
adopted.

Heenan is dead.
It is stated that nearly all the
wire is constructed and contracts
are out for a new cable between
England and some point on Long
Island. The capital is $10,000,-
000, and the direetoiy embraces
prominent English and American
capitalists.
A report having become cur-
rent that coupons of the Chesa-
peake and Ohio Railroad fading
due on November 1st wiU not be
paid, a reporter visited the Pres-
ident, who informed him it was
true. The treasury was not as
fuU as they would like to have it,
but it fwas not Owing to fault of
the directors. These gentlemen
had already paid in more money
than they .had promised, and at
present it was difficult to obtain a
great deal. The President hoped
the payment of coupons would bie
satisfactorily arran ged. A propo-
sition to bondholders and other
creditors to the effect that the
floating debt and several of the
future coupons should be funded
into an income bond is no# under
consideration.
Five thousand person^ have
been thrown out of employment by
the suspension Of the Hartoony
Cotton Mills in Cohoes. The pay
rolls of thO mm* foot up $80j000
monthly. Said mill will be re-
opened in two weeks.

a falling off of 82,500,000 from last
