A VISION.
> 'i <
The night was very warm, I may aay hot,
And so concluded I would strive to steep
My restless, wakeful, brain m such a fume
As would the soothing power of sleep aa-
The Tiaioa vanished slowfy as it came
And 1 awoke to life's stemiacta again, i
Yet deeply pondering oa the prophecy
Which dreamland's fancies had revealed to
me. -. .. **
A cherished me«rchaum with the "filthy
weed,"
Mv favorite comforter in time of need,
I settled down to enjoy a pleasant puff.
The stars were shining, lending light
eoooffc ^TtMm
To show the clouds of smoke which slow-
ly rose
Above my head, and I began to doze
While watching the atMKge terms thOM
cloudlets light
Assumed as they passed slowly from my
sight. V -- "
And as I dozed there seemed a sudden
change
To fall around me, while a vision strange
Bow tip before me, so distinct and clear,
That even now I fincy I can hear
The voice I heard then, while every form
Seemed as life-like, I could almost have
sworn MPB
That what I auw was lite, and not a dream,
Whether it was or not may yet be seen.
At all event*, though in a drowsy state,
The thing I saw and heard I will relate.
1 thought some time bad past, indeed may

'Twas near the do* of eighteen seventy

A time when every man politics
Waa striving hard to hold the winning

A room well furnished, wherein half a
score
Of well dressed men, excuse me,
Were seated, and discussing, what, to
them
Seemed to be matters of great interest,
For each was striving to f>ut-«lk the rest
The talk was so confused that 'midst the
I could not recognize a single voice,
ITnta fcflast a man rose from his chair.
And called for silence, saying, " Friends

We will accomplish nothing at this rate,
So with jour lea V~I will proceed to state
The object otthis meeting, that tfiis kept
- is view, .
We may decide what course we should
pnrsne."
The speaker paused is though he wished
ta note
The effoot his words produced, then clear-
ed his throat,
And then continued, "We are here to-
night

Sirer and Barter Improvements.
We have before us the speech
of Hon. Arnor D. Oonyer. of
Michigan delivered in the House
of Representatives, Jane 13,
1870, on the River and Harbor
Bill, then pendiag. ,,, r
As the subject of material aid
for the improvement of the rivers
and harbors of Texas is now oc-
cupying a large sbare of public
attention in this State, the views
of leading pubUc men of 1M
question Me important, as indi-
cating their position for or against
the aid desired.
Mr. Conyer has for several ses-
sions been a prominent member
of the Committee on Commerce.
The speech before us is replete
with the evidences of his re-
search, and is an able vindica-
tion of the river, and harbor im-
provement policy.' We find,
however, the total amount ex-
pended by the General Govern-
ment for this purpose, from 1824
to 1870, inclusive, was $27,886,-
016 87. Of this amount, $6,
84 was for the Missis-
sippi] fise*. tribf^ries,
leaving as special appropntsions
in the several States $21,618,816.
Of Una amount, but $4,660,-
873 92- was for the Southern
States, and the total expenditure
in Texas Was only $45,000.
We learn that an effort will be
made at the coming session Of
Congress to obtain additional ap-
propriations for the improvement
of Red l^lr Bar. The amount
thus far expended on this work
($10,000) has greatly benefitted
navigation. It is desired now to
have the work ordered, and to
it, so as to affonl thja
same navigation as that existing
in Galveston Bay—nine feet. In
order to render the work perma-
nent and safe, & is deakeditp
have its sides protected by piling
or curb wwk, impervious to the
navy works, thus affording at
once a good channel and a har-
bor of refuge for boats in time

provement bears to the trade of

Speaker, that every dollar which
* )Venf>ment expends judi-
m giving secunty to ship-
ping, in enlarging and multiply-
ing the channels and routes of
transport and travel, in opening
new ways of communication by
land and by water, is not only
returned fourfold to the produc-
er, the farmer, the lumberman,
the artizan, and the consumer,
but adds vastly to the material
wealth and vital prosperity of
the nation at large, and assures
its security and supremacy
among tjie nations of the earth. 1„ . 33
Sir, without convenient ports **
and harbors of refuge, and canals,
apd deeper channels between
the lakes., and P^T and easier
access to the centers of exchange,
and improved navigation of the
vast net-work of rivers and in-
terlacing railway for portage by
land where'navigable waters are
wanting, the valuable produc-
tions ot our industry and skill
will remain comparatively worth-
less on the hands of the produc-
er, or their value be dissipated
in loss and shipwreck and
the perils of navigation, or
the excessive charges or in-
surance and freightage on the
overcrowded highways of com-
merce.
So intimately does one indus-
try depend upon another, so small
is the net pnofi^^a .-each item of
production or manufacture, that
a trifling increase ef. freight on
each portion of exchangeable
routes in a long line of transpor-
tation, pit occasion al shipwreck,
or evgn frequent delays ih reach-
ing a market, may turn the scale
against the producer and impov-
erish him in proportion to the
extent of his production and the
measure of his industry. And
in my humble judgment, Mr.
Speaker, the certainty, cheop-
nesB, and) Speed pf l^admg, un-
loading, and transporting our
surplus products, merchandise,
and manufactures over so vast a
country as ours is the foundation
of individual and national pros-

the Government, for the benefit
of the whole people, to favor and
