Pndmmmtigm. — Wacaaju, by an act of the late
estea «f the Uyihtwc, W*®' Fe-
brnarj 7*, 1853, certain appropriation* were Bade
for interneI improvements ia this State, subject
far its adoption to a popnlar vote, which act is
in the words and figures following, to wit:
An Act making appropriations for the Improve-
ment of the Rivers of the State.
Sec. 1. Be it enacted kg the Legislature *f the
jState y Texas, That <he simo /afthirthythree thou-
sand dollars be, and the same is hereby appro-
priated to the improvement of the navigation ot
the Sabine liver;
That the sum of thirty - seven thousand five
hundred dollars he, and the same b hereby ap-
propriated to the Trinity river;
That the sum of thirty-seven thousand five
hundred dollars be, and the same is hereby ap-
propriated to the Brazos and Little rivers, and
toward the completion of the canal now in pro-
gress of construction under the direction of the
Galveston and Brazos Navigation Company!
That the sum of thirthy- seven thousand five
hundred dollars be, and the same is hereby ap-
propriated to the Colorado river;
That the sum of twenty • three th6usand dol-
lars be, and the same is hereby appropriated to
the Neches and Angelina rivers,
That the sum of twenty -one thousand dollars
be, aud the same is hereby appropriated to the
Guadalupe river;
That the sum of eleven thousand five hundred

to the San Antonio river;
For Ferry Lake, from the Louisiana line to
Jefferson, twelve thousand dollars;
For Cypress Bayou, from Jefferson to Wat-
son's Ferry, two thousand dollars;
For Little Cypress, two thousand dollars;
For Sulphur Fork of Red River, eight thou-
sand dollars;
For Jim's Bayou, one thousand dollars;
That the sum of seventeen thousand dollars
be, and the same is hereby appropriated to Red
River;
That the sum of fonr thousand dollars be, and
the same is hereby appropriated to the San Ja-
cinto river;
That the sum of thrfce thousand dollars be, and
tbe same is hereby appropriated to the San
Bernard river;
That the sum of three thousand dollars be, and
the same is hereby appropriated ibr the Lavaca
and Navidad rivers;
That the sum of five thousand dollars be, and
the same k hereby appropriated Cor tin; Nueces
river; and,
For the Mission and the bay at its mouth, the
sum of three thousand dollars.
Sec. 2. That a board of Internal Improve-
ments, consisting of three members, shall be elec-
ted for each of the following rivers: Sabine,
Trinity, Brazos Colorado, San Jacinto, San Ber-
nard, Navidad, Sulphnr Fork of Red River and
Nueces; and cne L-~*rd. consisting of three mem-
bers. shall be elected ibr the Neches and Ange-
lina riveis ; and a board, co«. :«ting of three mem-
bers, shall be elected for the ta*1 Antonio, and
one for the Guadalupe; and a boaru, consisting
of three members, shall be elected for Fc> "V Lake
and Cypress Bayou and Jim's Bayou; ard a
board, consisting of three members, shall be
elected for the Mission river and the bay at its
mouth, which said boards shall be elected by bo h
Houses of the Legislature, in joint session; and
each member of said boards, before entering on
the duties of his office, shall enter into bond'
with sufficient security, in the sum of ten thou-
sand dollars, payable to the Governor and his
successor in office, for the faithful discharge of
the duties which may bs assigned them, which
said bond shall be approved by the Governor
and filed with the Secretary of State, upon which
suit may be brought, from time to time, and
not to be void upon the first recovery, for a for-
feiture thereof; and each member sliall also take
and subscribe the following oath, before any
person legally authorized to administer the same:
"I do hereby solemnly swear, (or affirm, as the
case may be.) that I will wr.il and truly discharge
all the duties as a member of thr board of Inter-
nal Improvements to which I have been elected,
which may be imposed upon me, by the Legisla-
ture, from time to time;" and said members of
tbe board shall receive two dollars per day for
each and every day they may be necessarily en-
gaged in the discharge of their duties.
Sec. 3. That the several boards shall lay off
the work to be done in sections of convenient
size, let out the work to the lowest bidder, who
shall enter into bond in double the amount of his
bid, for the faithful performance of his work,
with securities to be approved by the board; they
shall superintend the work, and see that it is done
in continuity with the contracts, but neither o
them shall either directly or indirectly be inter-
ested in anf bid or contract.
Sec. 3. That the said respective boards shall
elect one of their number President of the same,
who shall preside at all the meetings of tbe board,
should he be present; and be shall have tbe
power to convene the board, with the concur-
rence of one other member, whenever he |nr
deem it necessary to do so; and two membem of
said board shall constitute a quorum ibr tbe
tnnsaction of business; and the said board shall
keep a record of their proceedings touching all
their transactions in the discharge of their duties,
a copy of which shall be by them transmitted,
once in every three months, to the Governor, for
his inspection, and which shall by him be filed in
the office of the Secretary of State, for the in-
spection of all who may desire to see it; and the
said board shall, from tune to time, draw drafts
on the Treasury, to fcvor of the contractor, ibr
such sums as they may think necessary and pro-
per, to enable suclreontraetor to progress with
his work: Praaied, That ia a# case shall they
draw for more than two-thirds of the work actu-
ally done and performed, nntil the whets of the
contract shall have been completed.
See. 5. That aD the proceedings of the re-
spective boards touching their duties, shall ho by

Now, therefore, I, P. Hansbrough Bell Gov-
ernor of the State of Texas, do hereby in pur-
suance of tbe requirements of said act, order and
direct that the Chief Justices of the several ©©uni-
ties, (and in caae of vacancy in tbe oftce ofChie
Justice, or the inability of that officer to act, then
any two of tbe County Commissioners.) cause
polls to be opened at the several precincts, in their
respective counties, on the first Mondey (being
the first tltv) of August next, and the votes of all
those voting tor Representatives in the State Le-
gislature to be taken for aL'd against the adoption
of the said act. The Chief Justices of the seve-
ral counties, (and in case of vacancy in the office
of Chief Justice, or inability of that officer to act
then any two of tbe County Commissioners,) will
return to tbe Secretary of State complete lists,
showing tbe number of votes cast for and agamst
the adoption of tbe said act. .

Proclamation. — whereas, by a Joint Resoha
tion of the late extra session of tbe State Legis-
lature , approved February 7th, 1853, a certain
amendment to the Constitution of the State is
proposed, which Joint Resolution is in the words
and figures following, to wit:
,'Joint Resolution proposing an amendment
to the Constitution.'*
"Be it resolved by the Legislature of the State
of Texas, That the following be proposed as an
amendment to the amendment to the Constitu-
tion of tha State of Texas, to be added to such
amendment as Section 3, which, when ratified
as provided for by the thirty - seventh section of
the seventh article of said Constitution, shall be
valid to all intents and purposes as a pari of said
Constitution:
S e c. 3. That in case a vacancy shall from
any cause occur in any of the offices mentio-
ned in the first section of the Constitution, the
Governor shall appoint some suitable person to
fill such vacancy , t. ho shall continue to discharge
the duties of such office until the time of the
next general election established by law for the
election of state or County officers, and until his
successor shall have been elected and qualified."
Now, therefore, I, P. Ilansbrough Bell, Go-
vernor of the State of Texas, do hereby, in pur-
suance of the law and the Constitution, order
and dir"t that the above recited Joint Resolu-
tion be published in the public prints of this State,
for the consideratiou ?f tbe peoplet at least three
months previous to the next general election to
be held throughout tbe State, on Monday, the
first day of August ensuing.
And I do further order and direct the Chief
Justices of the several counties (and in case of
vacancy in the office of Chief Justice, or inability
of that officer to act, then any two of the County
Commissioners.) to cause polls to be opened at
the several precints in their respective counties
on the said 1st day of August next, and the votes
of all those voting for representatives in the State
Legislature to be taken for and against the adop-
tion of the said proposed amendment. Tbe Chief
Justices of the several counties (and in case of
vacancy in the office of Chief Justice, or inability
of that officer to act, then any two of tbe County
Commissions) will return to the Secretary of
State complete lists of tbe names of all those
voting for representatives in the Legislature*
which lists must show who voted for and who
voted against the said proposed amendment, as
well as the names of those who did not vote at
all upon tbe question, as a majority of the whole
number of votes cast for Representatives through,
out the State seems to be contemplated as ne.
